| Since the industrial revolution,the development of natural ecological resources has been continuously improved,and the ecological problems in the world have become increasingly serious.As the largest developing country in the world,China is also a big country of environmental resources,and ecological environmental protection has become an important issue that Chinese society urgently needs to solve.In its report to the 18 th national congress of the communist party of China(CPC),the party central committee for the first time included "vigorously promoting ecological civilization" as an independent chapter.In the 19 th national congress,it was proposed that "more material and spiritual wealth should be created to meet the people’s growing needs for a better life,and more high-quality ecological products should be provided to meet the people’s growing needs for a beautiful ecological environment." In fact,the construction of ecological civilization is clearly included in the grand blueprint of our party’s "never forget the original intention and never forget the mission".With the party and the state clearly planning the overall construction layout of "five-in-one"(social construction,cultural construction,political construction,economic construction and ecological civilization construction),the ecological function is involved in the functional system of local governments at an extremely fast speed.Ecological function,as the "fifth function" of local government,has different positioning and characteristics from other government functions.The dilemma of ecological function implementation has restricted the implementation of local government functions,and at the same time,there are profound reasons.The comprehensive implementation of ecological function by local government is an important measure to further promote the construction of ecological civilization.This study consists of the following parts:The first part is the introduction,which briefly describes the research significance,research background,domestic and foreign related research results,research methods,main research content,research route and other contents.The second part: Theoretical basis of government ecological function.The basic theory and related theory of government ecological duty are discussed respectively.The third part: At the present stage,local governments in China are facing the main dilemma in the process of performing ecological functions.This part mainly analyzes the existing problems in the process of local government’s ecological function.The author thinks that the existing problems mainly include the following five aspects: the status of local government ecological function is not prominent,the lack of cooperation between governments,the provision of ecological services is too few,the public participation is not high,and the supervision is not strong enough.Part four: Analysis of the causes of ecological function dilemma of local government in China.According to the plight of the third part is to analyze its reasons.It is mainly caused by the one-sided development concept of local governments,the lagging transformation of local government functions,the imperfect local environmental protection laws,and the insufficient cultivation of public ecological consciousness.The fifth part: The outlet of ecological function fulfillment of local government in our country.According to the difficulties and causes of the third and fourth parts,countermeasures are put forward.It mainly includes setting up a new concept of "ecological civilization",continuing to deepen the reform of the administrative system,scientific planning and layout of ecological industries,improving the ecological legal system,strengthening the construction of the national ecological education system,and establishing a standardized and strict ecological evaluation and supervision system. |
