| In September 2020,China pledged to strive for a peak in carbon dioxide emissions before 2030 and achieve carbon neutrality by 2060.After setting the "dual-carbon" goal,the country requires economic and social development to be led by a comprehensive green and low-carbon transformation,accelerating the formation of an industry structure that saves resources and protects the environment,and resolutely pursuing a high-quality development path with ecological priority,green and low carbon.Industrial parks and the chemical industry,as the main battlefield for energy conservation and emissions reduction,must undergo deep transformation and upgrading.The chemical industry in M High-tech Zone plays a pivotal role in the local economy and has a positive effect on the development of the chemical industry in the surrounding areas and even the western region of Inner Mongolia.However,under the context of "dual carbon," it also faces serious problems such as insufficient energy consumption indicators and heavy burdens and low profits for enterprises.These issues need to be addressed by breaking through existing bottlenecks through industrial transformation and upgrading.Based on the "dual carbon" background,this thesis takes the local government behavior in the transformation and upgrading of the chemical industry in M High-tech Zone as the research object,and uses government regulation theory and new public management theory as the basis,comprehensively using literature study,Survey research,and case analysis methods.It summarizes the current situation of the development of the chemical industry in M High-tech Zone under the "dual carbon" background and the current situation of local government behavior in transformation and upgrading,pointing out the problems of inadequate planning and guidance policy formulation and implementation,unclear regulatory boundaries and insufficient safety supervision capabilities,imperfect online services and low efficiency of approval services,and inadequate efforts to alleviate the burden of enterprise transformation and upgrading.It also analyzes and explores the reasons for these problems.Finally,in response to the existing problems,this study proposes suggestions for optimizing the behavior of promoting the transformation and upgrading of the chemical industry in M High-tech Zone under the "dual carbon" background.The local government should enhance planning and guidance,improve mechanisms,enhance regulatory capabilities,clarify direction,deepen service quality,and increase support to reduce the burden on enterprises. |
