| An ecologically livable city is a comprehensive city involving the five-in-one development of politics,society,economy,culture,and ecological protection.It reflects the level of civilization and sustainable development of a place and it’s an inevitable requirement for urban development.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to the relationship between the ecological environment and urban construction.AT the 19 th National Congress of the Communist Party of China,the General Secretary Xi Jinping proposed that my country’s modernization is a modernization of harmonious coexistence between man and nature.The central goal of urban work is to create a good living environment.So far,various regions have begun to explore the construction of ecologically livable cities based on local conditions,and incorporated them into the main content of urban construction.The construction of an ecologically livable urban area in the Puyang Urban-Rural Integration Demonstration Zone(hereinafter referred to as Puyang Demonstration Zone)is carried out in this context.So how does the Puyang Demonstration Zone government carry out the construction of an ecologically livable urban area? What role did the government play in the construction process? And how to optimize the construction of ecologically livable urban areas in the future demonstration zone? To this end,this study reviewed the current status of the ecologically livable urban area in the demonstration zone of Puyang City,analyzed the government’s problems in the construction the ecologically livable urban area,and put forward optimization suggestions to answer the above questions.This research uses the literature analysis method to sort out the connotation of ecologically livable cities,the evaluation system and the main problems and countermeasures and suggestionsof the government during in the construction of ecologically livable cities,and clarifies the framework of this research.In daily work and practical investigations,I interviewed with government officials and residents of the demonstration area were conducted to obtain first-hand information,and all of this has provided empirical materials for thesis writing.In the concrete writing,I analyzed systematically the construction of ecological livable city in the Puyang demonstration zone with the Ecological Civilization Thought of Xi Jinping,the public goods theory and the synergetic governance theory.This research is divided into six parts: The first part is the introduction,including the research background,research significance,domestic and foreign literature review,research ideas and methods,and research innovation.The second part is the definition of core concepts and theoretical basis.It defined the core concepts of this research: ecology,ecological livable cities,urban-rural integration demonstration area.It clarifide theoretical basis: Xi Jinping’s ecological civilization thought,public product theory,collaborative governance theory,and discussed the relationship between related theories and this research.The third part focuses on the analysis of the specific measures taken by the Puyang Demonstration Zone Government in the construction of ecologically livable urban areas,which are mainly manifested in the introduction of planning plans,implementation of plans,urban governance,and government reforms.The fourth part analyzes the problems of the government in the process of constructing ecologically livable urban areas.The problems mainly include the lack of detailed planning schemes for the construction of ecologically livable urban areas,the uncoordinated development of all aspects of ecologically livable urban areas,and the single source of funds for the construction of ecologically livable urban areas,the governance mechanism of the ecologically livable urban area is not perfect,and the function of government agencies in the demonstration zone is not perfect.On the basis of fully affirming the role of the government,the fifth part puts forward some suggestions: improve the development plan for the construction of ecologically livable urban areas;promote the coordinated development of all aspects of ecological livable city construction;expand the investment source channels for the construction of ecologically livable urban areas;improve the governance mechanism of ecologically livable urban areas;improve the function setting of government agencies in the demonstration zone.The sixth part concludes that the construction of an ecologically livable urban area is a systematic project that includes economic,social,cultural,ecological,and political aspects.In the future,the government of the demonstration area shall grasp the balance between ecological construction and the other aspects in the process of constructing an ecologically livable urban area.And it needs further focus on the the planning,construction,and management of ecologically livable urban areas,and continuously accumulate construction experience,continuously transform government functions,adjust the role of the government,and escort the construction of ecologically livable urban areas in the demonstration zone.In short,this research studies how local governments play a role in the construction of ecologically livable urban areas from the perspective of administrative management.It is believed that in the entire process of ecologically livable urban areas,the government must deal with the market,society,and the government itself,and accelerate the transformation of functions,promote more resource subjects to participate in the construction of ecologically livable urban areas through the formulation and implementation of development strategies,plans,policies,and standards.This research has theoretical significance and practical value for the construction of ecologically livable urban areas in the demonstration zone and the transformation of government functions and the innovation of social governance. |
