Environment problem is very serious in peri-urban area all over our country. We take Qingpu District in Shanghai as an example to study this phenomenon, and find that rural domestic pollutions contribute a lot to this problem. The processes of urbanization and industrial transformation force the traditional labor-intensive and low value-added industries moving to suburbs, as well as large non-local population. Through case analysis of Huaxin Town in Qingpu District, we find that non-local population is the main resource of rural domestic pollution. So our study focuses on the non-local people. The age distribution, residence time, hometown distribution, education level, occupational status and living conditions of non-local people are analysed, and three main specificities are summerized:firstly, the infrustructures in rural area are always poor, and the influx of large non-local population made a sudden rise of population density, so the conflicts of population and infrustructures are intensified. Secondly, most of non-local people are engaged in simple manual labour and have low incomes, so the living conditions are poor, and also result in low class service industry, which have serious negative externalities to the environment. Thirdly, these non-local people come from different area all over the country and the mobility is large, so the home consciousness, sense of organization and participation are weak, which cause a lot of trouble in the management process. Because of the reasons above, rural domestic pollution in these areas is especially acute.The peri-urban areas in our country are formed because of the trend of industry development and the need of rural development. Given the development stage of our country, peri-urban areas are reasonable and necessary, and will last for a period of time throughout the country. In national level, the problem in peri-urban area can not be solved by industry transfer in short run, so special countermeasures should be taken in these sepcial areas. Considered the specificities, optimization can be carried out from three aspects:fisrt, improve the non-local people's living conditions, including public infrastructures and houses. Second, enhanced the income level of non-local population by raising the income standard and reinforcing vocational training. Third, because the the foundation of traditional management pattern has been ruined, so a new operating mode has to be found.
