| In recent years,the government and the public have paid increasing attention to urban safety and regional linkage,and the development concept of safety first and life first has gradually gained popular support.A guideline of the CPC Central Committee and The State Council on Promoting reform and development in the field of work safety,released in December 2016,sets out specific requirements for promoting the safe development of cities.Since then,urban safety construction in the rise of the country.In 2019,the integrated development of the Yangtze River Delta region was promoted as a national strategy,and the Yangtze River Delta Integration Demonstration Zone was set up to lead regional development.At the same time,regional linkage in urban agglomerations is becoming more and more common at home and abroad.All urban agglomerations have established linkage mechanisms and carried out concrete practices in economic development,social governance,security and other aspects.The Yangtze River Delta Integrated Demonstration Zone has also established a regional linkage mechanism in terms of urban security and achieved some work results,but because the relevant work is in the initial exploration stage,the regional linkage mechanism has not been fully improved,and there is still some room for optimization and improvement.This paper focuses on the questionnaire survey method and interview method,draws on the synergy theory,regional integration theory and safe city theory,and studies the optimization of urban safety regional linkage mechanism in the Yangtze River Delta Integration Demonstration Area.It is found that the content structure design of the urban safety regional linkage mechanism in the Yangtze River Delta Integrated Demonstration Zone needs to be improved,the regional linkage and coordination organization mechanism needs to be optimized,and the implementation of the regional linkage mechanism needs to be strengthened.Through comprehensive analysis,we find that the reasons for these problems include the lack of popular thinking on regional integration at the level of urban security,insufficient driving force for implementation and improvement of regional linkage,contradiction between the verticalization of the administrative system and the flattening of the coordination system,the assessment and evaluation system of the linkage mechanism to be improved,the mismatch between the organizational platform structure and the regional linkage requirements,the imperfect social participation mechanism of urban security regional linkage,and the unsynchronized promotion of urban security construction.Based on the combing and analysis of the above problems,and drawing on the relevant experiences of domestic and foreign urban agglomerations,including the Beijing-Tianjin-Hebei region,the Pan-Pearl River Delta region,the Greater Mekong Subregion,as well as the United States and the European Union,this paper puts forward the following suggestions for the optimization of the urban safety regional linkage mechanism in the Yangtze River Delta Integrated Demonstration Zone: First,in terms of the content structure of the mechanism,improve the quantifiability and coverage of the linkage mechanism,and establish a dynamic feedback adjustment method of the linkage mechanism.Second,in terms of organizational construction,set up a full-time coordination body for regional linkage,establish a regional linkage management platform for important security resources,establish a regional mobile exchange platform for key elements,and set up special funds for urban security regional linkage.Third,in terms of internal and external driving forces,we will firmly establish the concept of regional integration in the field of urban security,incorporate urban security into the overall construction goal of the demonstration area,introduce market-oriented and socialized forces to empower the linkage mechanism,and build urban safety regional industries. |
