With the rapid development of urbanization, city problems, such as water pollution, houseshortage, traffic congestion, deteriorating air quality, are increasingly prominent. The facts ofoverusing land resource and water resource, low resource use efficicency, uncompleted wastetreatment and unreasonable industrial structure, which have seriously affected urban livabledevelopment process, have aroused full attention of all quarters of the society.At present, there have been sufficient researches about the theoretical aspects ofecologically livable city, such as the definition of the concept, structural and functionalanalysis, as well as relative impirical study. Many scholars have built the correspondingevaluation system combined the character of a certain area. Also, they applied methods, suchas DEA, AHP and principal component analysis, to measure the evaluation system, which, tosome extent, have contributed to the development of quantitative research of ecologicallylivable city. However, these evaluation systems which rely so much on regional characteristics,lack of universality, and thus are not conducive to the promotion of the evaluation framework.Because of these reasons, this thesis analysed the structure and function of theecologically livable city system, and built the relative universal framework from three aspectsof society harmony, economic development and resources and environment under-carrycapacity, based on the theories of sustainable development, complex ecological systems,urban ecology and dissipative structure. We also took an impirical study of Tianjin. For onehand, we applied the method of state space model to measure the ecologically livabledevelopment ability of Tianjin by the panel data of Tianjin from2006to2011. For the otherhand, we proposed relative policy suggestions, according to the key factors, to help Tianjinboost the ability of ecologically livable development. The results show thatâ‘ through thethree dimension framework of society harmony, economic development and resources andenvironment under-carry capacity, combined with the Tianjin impirical study, we can proposethe relative policies meeting the practical development.â‘¡Water shortage, low developmentof tertiary industry and low per capita revenue are the three most vital factors for the ecologic-ally livable development of Tianjin.â‘¢Optimizing the industrial structure scientifically,improveing resource utilization and improving the vitality of government regulation ofTianjin are the key paths to boost the ecologically livable development ability of Tianjin.
