Study On The Risks Of Air Defense Safety Of Air Charter For Tourists From The Perspective Of International Tourism Consumption Center Construction

“The guiding opinions of the CPC Central Committee and the State Council on supporting Hainan to deepen reform and opening up in an all-round way” put forward the need to further promote the construction of international tourism islands,continuously optimize the development environment,and further open up the field of tourism consumption,in order to make Hainan Island an international tourism consumption center,both the flow of people and the flow of goods on Hainan Island will show explosive growth.In order to ensure the healthy and steady development of Hainan island’s tourism industry,it is very important to take precautions against the coming security risks in the new period.The most important way for people and goods to flow in and out of Hainan Island is civil aviation transportation,and the civil aviation transportation in Hainan island is mainly driven by the demand of tourists,therefore,based on the construction of international tourism consumption center on Hainan Island,this paper studies the safety risk of air defense in tourist charter transport.Through the methods of interview,on-the-spot observation,fault tree analysis and other research methods,this paper studies the security links of tourist charter flights and selects representative airports for specific analysis,to find out the main air defense safety risk sources of tourist charter flights in Hainan Island,and then through combining the risk sources derived from the study with the historical data to establish a risk assessment matrix model to carry out risk classification,finally,according to the risk level to formulate the corresponding prevention and control measures,at the same time,cases are introduced to verify the effectiveness of the relevant measures and to analyze and draw lessons from the situation of Hainan Island passenger charter transport.Through research and analysis,the main risk sources of tourist charter flights on Hainan Island are classified and targeted air defense measures are formulated,this paper puts forward some practical control measures on air defense safety for aviation enterprises,tourism enterprises and government departments in charge during the construction of Hainan international tourism consumption center,so as to ensure the implementation of the main responsibility of air defense safety.
