Study On The Policy Response And Countermeasure Of Urban Residents Waste Classification In Qinhuangdao

In the environment of urbanization and rapid economic development,the problem of urban domestic waste is becoming more and more serious.At present,the theoretical and practical circles are actively exploring how to solve the problem of urban garbage recycling,and explore the strategies for classified management of urban garbage.After more than 20 years of efforts,Qinhuangdao has achieved remarkable results in implementing the domestic waste classification management policy,but there is still a great space for improvement in the overall circumstance.For example,residents response slowly to domestic waste classification policies,and community residents have not yet fully implemented the garbage classification measures.Whether the policy of urban community garbage classification is related to various factors,and the reasons must be analyzed in depth to have the problems solved.Based on this,the paper studies the response of residents and Countermeasures of the urban garbage classification policy in Qinhuangdao from the perspective of urban community residents.Based on Smith’s policy implementation model,this paper adopts the methods of literature research and questionnaire survey to study the response and countermeasures of the implementation of MSW classification policy in Qinhuangdao city.First of all,this paper analyzes the municipal community residents’ domestic waste classification policy.On this basis,it takes the questionnaire survey method to comprehensively analyze the residents’ attitude and response to the policy.Secondly,combined with the analysis results,the reasons for the inadequate actions of the waste classification policy of Qinhuangdao urban community residents were identified from the perspectives of community staff,residents’ cognition,policy improvement and policy implementation environment.The reasons include: the lack of executive power of community managers,the lack of community residents’ cognition of waste classification,the imperfection of waste classification system and its implementation mechanism,and the single executive body of waste classification system.Finally,the city should improve the policy implementation on community workers,enhance the publicity of residents’ garbage classification policy,improve the garbage classification policy system,and improve the enthusiasm of social resources to participate in the implementation of garbage classification.This paper analyzes the implementation of the domestic waste classification policy regarding the response of the citizens of Qinhuangdao,and puts forward feasible solutions to the problems,aims to promote the implementation of the classification policy of urban domestic waste in Qinhuangdao City,and can provide reference for the implementation of the classification policy of urban domestic waste in other areas.
