In the implementation of the waste classification policy,different policy results have been achieved in the various communities which belong to the homogeneous street-level government.This research gives an account of explanation to the cause of the diversified performance of waste separation policy in urban communities.Nowadays,plenty of scholars who put efforts on exploring the effective way of optimizing the recycling policy.However,there still lacks empirical evidence which is generated from the interaction of the social agent in explaining the determinant of success or failure to the classification policy.Given this limitation,this research collects the empirical materials from two communities of Jiubao Street in Hangzhou.The research methods include literature study and empirical investigation which incorporate semi-structured interviews to analyze the mechanisms behind different policy results in various communities.Specifically,this research focuses on community administrative organizations(party organizations and neighborhood committees),community social organizations(property,industry committees,resident groups),community residents and volunteers,and community external social organizations(public welfare organizations,environmental organizations).The interaction process of the social agent in the implementation has provided some essential findings.We survey the policy results through three elements:1.The degree of concern of the community administrative organization;2.The positive mobilization of social organizations;3.Residents in the community.These elements will positively affect the recycling system.The implementation strategies,NGOs assistance,and the participation of social residents will positively impact the result of the policy.Community residents actively participate in the recycling policy.They also actively cooperate with community administrative organizations and community social organizations to create the prospecting result.The frequent interaction between community administrative organizations and external social organizations provide professional assistance to the effect of the action on the waste classification policy.In general,it is concluded that the effective implementation of the urban community waste classification policy is the product of the reciprocal interaction of social agents such as community administrative organizations,community internal and external social organizations and community residents.Finally,based on the conclusions of this study,I hope to form theoretical contributions and provide policy recommendations.
