Research On The Text Quantification Of Country’s Urban Domestic Waste Classification Policy From The Perspective Of Policy Tools

With the continuous expansion of the urban population,the implementation of garbage classification has become an important part of the improvement of urban human settlements.It connects personal space and social public affairs.It needs to be internalized into the conscious action support of individual citizens,and it also needs institutionalized support.Rigid constraints.Garbage classification plays an important role in promoting the sound development of the social environment.China’s comprehensive implementation of mandatory garbage classification is a solemn commitment to the construction of a "beautiful China".As an important part of the construction of socialist ecological civilization,the strict implementation of waste classification and disposal is to respond to the call of the central government and fully implement the specific plans and work of General Secretary Jinping on the spirit and requirements of building a beautiful China.It is a necessary criterion for judging whether to build a well-off society in an all-round way..However,judging from the actual situation,the implementation of the garbage classification policy in our country has been unsatisfactory for a long time.As reported by the authoritative media,the implementation of the garbage classification policy for more than ten years still has little effect.Clarifying the challenges faced by the waste classification policy and then taking targeted measures to improve the effectiveness of waste classification management is an inevitable requirement for promoting the green transformation and development of cities.Only in this way can we better promote the compulsory waste classification policy,improve the effectiveness of waste classification management,create a good living environment and promote the construction of "Beautiful China".This paper constructs a three-dimensional analysis framework of "policy toolclassification chain-governance body",uses content analysis to analyze the waste classification policy text issued by the central government(1986-2019),and uses holistic governance theory,life cycle theory,Governance theory and related theories of policy tools are used as the main theoretical basis.Starting from the definition of the relevant concepts of municipal solid waste classification,the Nvivo12 software is used to carry out coding analysis of the policy text,trying to repeatedly clarify the use of my country’s municipal solid waste classification policy tools.This article finds that my country’s waste classification policy itself still has a lot of room for improvement.In the dimension of policy tool selection,environmental policy tools are overwhelming and demand-side policy tools are missing;in the dimension of the classification chain,end disposal is emphasized and source delivery is ignored;In the dimension of governance subject,the government emphasizes government leadership and neglects social participation.In the future,we should aim to improve the accuracy of policy tools and optimize the combination of policy tools;guided by the concept of symbiosis,improve the coupling between policy tools and governance bodies;promote the seamless connection of various links of waste classification and promote waste classification From "planting" rationale to "wisdom" rationale;aiming at environmental ethics that meets the requirements of the construction of socialist ecological civilization,construct a scientific and reasonable legislative system for municipal solid waste classification.
