Study On The Implementation Of Compulsory Classification Policy Of Urban Community Domestic Waste

The implementation of public policy on urban communities in China has its particularity,which is determined by its dual administrative and autonomous attributes.This paper mainly explores the implementation of urban community domestic waste compulsory classification policy,and tries to use the authoritative public policy implementation "system model" to build the theoretical analysis framework of this paper.The most important research method of this paper is the case study method.By selecting two communities with significant differences in policy implementation effect to carry out a double case comparative study,this paper aims to explore the applicability of the "system model" in the study of compulsory classification policy implementation of urban community domestic waste.In order to ensure the reliability and validity of the case study,the triangle method is used in the data collection of this paper,which is network data method,interview method and field observation method.By designing a realistic interview outline,carrying out field interviews and observation,collecting reliable data,and conducting case analysis and cross case comparative analysis,the author finally draws the following conclusions:the applicability of the "system model" in the implementation of compulsory classification policy of urban community domestic waste has been well tested.Combined with the analysis framework of "system model" and the excellent experience of communities with remarkable effect of policy implementation,this paper puts forward the following suggestions for the implementation of compulsory classification policy of domestic waste in urban communities in China: 1.Detailed policy implementation objectives and standards.2.Adhere to the leadership of the Communist Party of China,and build an autonomous pattern of community domestic waste classification.3.Optimize the implementation mode of compulsory classification policy of community domestic waste,and unify the interests of residents.4.Make full use of community resources,improve the community policy implementation supporting work program.5.High tech equipment enables community garbage sorting work to be carried out.
