Policy diffusion refers to the process by which a government’s innovation policy is spread to and adopted by other governments.Through policy diffusion,successful policy programs have been learned and referenced by other governments,creating conditions for the spread of governance methods and governance concepts among different regions and different levels of government.Policy diffusion has gradually become a focus area in policy science research.In 2000,the central government selected 8 cities as pilot cities for the classification and collection of domestic waste,ushering in a new era of the spread of local domestic waste classification policies promoted by the central government.In 2017,with the introduction of the "Implementation Plan for the Domestic Waste Classification System",prefecture-level cities have accelerated the process of domestic waste classification.Domestic waste classification has entered a new stage of development in China,and the time is ripe to study the diffusion process of domestic waste classification policies.At the same time,since there are relatively few studies on the classification policy of domestic waste in China from the perspective of policy diffusion,a systematic analysis of its diffusion process combined with policy diffusion theory has certain theoretical and practical significance.Therefore,this paper takes the domestic waste classification policy as the research object,and discusses its diffusion process and influencing factors from the prefecture-level city level.First of all,on the basis of summarizing the analysis framework of domestic and foreign influencing factors and analyzing the practical environment of policy diffusion in my country,this paper constructs an analysis framework of influencing factors of domestic waste classification policy diffusion of "pressure-resource-urban attributes".Secondly,this paper conducts a systematic analysis of the overall situation of Chinese domestic waste classification policy and the temporal and spatial characteristics of its spread.The study found that in the time dimension,the cumulative frequency of the municipal solid waste classification policies adopted by prefecture-level cities in China generally presents an "S"-shaped diffusion curve,and in the space dimension,it is characterized by fragmentation,aggregation,and sequentiality.Thirdly,in the empirical analysis part,this paper uses EHA to analyze prefecture-level city data from 2000 to 2019.The empirical results show that there is a significant positive correlation between central pressure,pilot pressure,horizontal competition pressure,economic development level,government financial resources and the spread of domestic waste classification policies.However,provincial pressure,population size,administrative level and regional location did not have a significant impact on the policy adoption of prefecture-level cities.Therefore,this paper believes that the adoption of the domestic waste classification policy is a bounded rational behavior affected by the vertical pressure of the central government and the pressure of competition from the same level of government under the constraints of resource conditions.Based on the above research results,this paper further proposes to promote the proliferation of domestic waste classification and other similar policies in China.For example,highlighting the demonstration effect of policy experiments,increasing the support of the central government,giving play to the benign effects of intergovernmental competition,enhancing the guiding role of public demand,and stimulating the vitality of the market and social entities. |
