Research On The Mechanism And Realization Path Of Government Ecological Purchasing In Dongting Lake Ecological Economic Zone

Government ecological purchase is an institutional arrangement and policy design chosen for the realization of the benign interactive development of the ecosystem and economic system.As an important supplement to ecological compensation,it plays an irreplaceable role in the market-oriented and diversified ecological compensation mechanism.Establishing and improving the government’s ecological purchase mechanism can speed up the transformation of our government’s ecological management functions,introduce social capital into ecological construction,and promote the marketization and diversification of ecological construction.Therefore,the government ecological purchase must be feasible in practice while being feasible in theory.This research system sorts out the domestic and foreign research progress and related theoretical research on the mechanism of government ecological purchase,purchase objects,purchase methods,purchase standards,in-depth understanding of government ecological purchase mechanism,sorts out the theoretical framework of government ecological purchase,and analyzes the mechanism of government ecological purchase.On this basis,the subject of the game is determined and the game relationship is constructed.Analyze the practical experience of the two government ecological purchase models of non-state-owned commercial forest redemption pilot reform and ecological construction project "purchasing afforestation" in key ecological locations in my country,and combine the government purchase of foreign ecological services to summarize their experience and inspiration.Taking Dongting Lake Ecological Economic Zone as the research area,using GIS10.5 software to obtain the area of different land use types in the Dongting Lake Ecological Economic Zone 2000,2005,2010,2015,and using the equivalent factor method based on expert knowledge to calculate the 4 periods Ecosystem service value,analyze the current status and evolution of the ecosystem service value of different land types in the Dongting Lake Eco-economic Zone;combine the experience and inspiration of government ecological purchase,summarize the basic ideas of government ecological purchase,and consider the government ecological purchase mechanism of the study area The establishment of forest land and wetland ecosystems should focus on forest land and wetland ecosystems,and according to the different property rights of ecological products,government ecological purchases are divided into two modes:purchase of right holders to contract forest land ancillary ecological services and purchase of planned ecological project construction results.According to the government’s basic idea of ecological purchase,for different models,the multi-stage game bilateral auction model embedded with incentive mechanism is used to determine the purchase object,purchase method and purchase price of the model;the purchase of the construction results of the proposed ecological engineering project is divided into purchase stages,production stage,acceptance stage,ecological protection supervision stage and risk prevention and control stage,and establish a staged game model.Based on the results of the model analysis,combined with domestic and foreign practical experience,the realization path of government ecological purchase in the Dongting Lake Ecological Economic Zone is proposed,which provides theoretical and decision-making reference for government ecological purchase to solve the contradiction caused by the internal property rights and management system of the ecological red line.Improve the ecological compensation mechanism to provide theoretical foundation and policy support.
