Research On The Impact Of Environmental Regulation On High Quality Development Of Manufacturing Industry

Since the reform and opening up,China’s manufacturing industry has developed rapidly and has played an important role in promoting the growth of the national economy.However,its extensive development mode of “high consumption,high emissions,and high pollution”has not only brought economic prosperity,but also led to a sharp deterioration of the ecological environment.The excessive consumption of resources and the frequent occurrence of environmental pollution incidents make it difficult for the development of China’s manufacturing industry to break through the dilemma of “high output,low efficiency,and low added value”.Facing the dual constraints of resources and environment,promoting the high-quality development of manufacturing has become an inevitable requirement of the new era.Environmental regulation is a necessary means to promote green development.It promotes green development of the manufacturing industry by suppressing the emission of pollutants from the manufacturing industry.At the same time,the increase in its implementation cost may squeeze R&D investment,affect energy output,and reduce the production efficiency of the manufacturing industry.Therefore,the relationship between environmental regulation and the high-quality development of the manufacturing industry needs to be clarified,and its specific path of action also needs to be further studied.Based on this,this study firstly analyzes the influence mechanism of environmental regulation on high-quality development of manufacturing industry by combing literature and elaborating relevant theories;Secondly,using the panel data of 30 provinces and cities in China from 2005 to 2017(the data of Tibet,Hong Kong,Macao and Taiwan are seriously missing,we will delete them here),the factor analysis method and the entropy weight method are respectively used to measure the environmental regulation and the high-quality development level of the manufacturing industry.Based on the measurement results,the current situation of China’s environmental regulation and the high-quality development of the manufacturing industry is analyzed;Then,the panel simultaneous equation model is constructed to empirically test the effect path of environmental regulation on the high-quality development of manufacturing industry;Finally,HDI partitions were used to compare the differences between regions.The study found that:(1)From 2005 to 2017,the high-quality development level of China’s manufacturing industry showed an overall upward trend,and the regional differences continued to expand.The high-quality development level of the manufacturing industry in the eastern region was higher than the national average,and the high-quality manufacturing industry in the central region The development level is close to the national average,while the high-quality development level of manufacturing in the western and northeastern regions is significantly lower than the national average;(2)From the direct impact point of view,there is a “U”-shaped influence relationship between environmental regulations and the high-quality development of manufacturing(3)From the perspective of indirect effects,technological innovation,energy efficiency,FDI and industrial structure have all played a significant intermediary effect in the impact of environmental regulation on the high-quality development of manufacturing.Environmental regulation has an impact on manufacturing through technological innovation and energy efficiency.The high-quality development of the manufacturing industry has a positive effect,while FDI and industrial structure have a negative effect on the high-quality development of the manufacturing industry;(4)In terms of regions,it is higher than the national average HDI region,and environmental regulations can promote the high-quality development of the manufacturing industry.The role is mainly reflected through technology spillover effects;lower than the national average HDI region,there is a “U”-shaped relationship between environmental regulations and the high-quality development of manufacturing.The technology spillover effects brought about by strict environmental regulations are greater than the cost effects,which can promote manufacturing High-quality development of the industry.Therefore,in the process of implementing environmental regulations,it is necessary to increase the intensity of regulation and give play to the positive effects of technological innovation,energy efficiency,industrial structure and FDI in order to achieve the win-win goal of environmental protection and the high-quality development of the manufacturing industry.
