The manufacturing industry is a material base and a major player in the national economy,it is also an important support to improve the rate of technological progress and promote economic growth.The development quality of the manufacturing industry determines the overall strength and international competitiveness of a country.Since the reform and opening up,China’s manufacturing industry has made a great leap forward.China has become the country with the fastest overall improvement,the largest scale and the most complete categories of manufacturing industry in the world."Made in China" has become an important source to meet the global demand.However,at the same time,China’s manufacturing industry is also facing many difficulties,such as key technology is controlled by others,low industrial added value,Lack of international competitiveness,etc.High quality development of manufacturing industry has become an important way to break through the "big but not strong" of manufacturing industry and realize "manufacturing power".Based on this,this paper takes environmental regulation as the breakthrough point,empirically tests the impact of environmental regulation on the high-quality development of manufacturing industry,and verifies the intermediary role of technological innovation.Firstly,constructs an index system from the three dimensions of quality,power and efficiency,measure and analyze the high-quality development level and regional differences of manufacturing industry in 30 provinces(autonomous regions and municipalities)of China from 2006 to 2017 with entropy method.Secondly,based on the literature review,this paper theoretically analyzes the impact mechanism of environmental regulation on the high-quality development of manufacturing industry,and expands the analysis of technological innovation Finally,empirically analyze the impact of environmental regulation on the high-quality development of manufacturing industry with System GMM,and uses the three-step test method to analyze the mediating role of technological innovation in the process of environmental regulation affecting the high-quality development of manufacturing industry,and further takes technological innovation as the threshold variable to investigate the environmental impact under different levels of technological innovation.The impact of regulation on high quality development of manufacturing industry is different.The results show that:(1)the high-quality development index of manufacturing industry shows a fluctuating upward trend,and from the overall situation,the high-quality development level of manufacturing industry in the eastern region is the highest,followed by the central region,and the western region is the lowest.(2)The relationship between environmental management and the development of high quality manufacturing industry is “U”shape.When the intensity of environmental regulation increases,the impact of environmental regulation on high-quality development of manufacturing industry shows a dynamic evolution of inhibition first and then promotion.(3)Technological innovation plays an intermediary role in the impact of environmental regulation on the high-quality development of manufacturing industry.Through the threshold test,it is found that there is a single threshold effect.When the level of technological innovation continues to improve,the impact of environmental regulation on the high-quality development of manufacturing industry turns from inhibition to promotion.(4)From the perspective of environmental heterogeneity,the impact of regulation on the development of manufacturing industry in the central and western regions is U-shaped Manufacturing tools can significantly promote the high-quality development of manufacturing industry.
