Research On The Impact Of Environmental Regulation On China’s High-quality Economic Development

Since the reform and opening up for more than 40 years,China’s economy has created a "Chinese miracle" of sustained and high-speed growth,with the second annual contribution rate to the world’s economic growth.In 2020,we will get rid of poverty and be well-off in an all-round way;in 2020,we will write anti-epidemic epic with great love;in 2020,the 13 th Five-Year Plan will be successfully closed,and the 14 th Five-Year Plan will be fully painted.During the 14 th Five-Year Plan period,China’s high-quality economic development has entered a new stage,but the ecological environment problem is still one of the key obstacles for us to achieve high-quality economic development.Because of the special attribute of environmental problems,it is difficult to solve them effectively simply through the market mechanism,and we must rely on the role of government environmental regulation policy.Environmental regulation is not only a constraint but also an opportunity to promote the development of high quality economy and improve environmental quality is the only way,and high quality economic development is the fundamental way to solve the problem of environmental pollution.Therefore,it is necessary to study the relationship between the two and has certain research significance.This paper first integrates the research results at home and abroad,and summarizes the literature from three aspects: environmental regulation,high quality development and the impact of environmental regulation on high quality economic development.Secondly,based on the connotation of high-quality economic development,this paper expounds how environmental regulation acts on the high-quality economic development from five angles: power transformation,structural adjustment,ecological protection,people’s well-being and opening to the outside world.Thirdly,the present situation of environmental regulation in China is analyzed from two angles: the implementation of environmental regulation and the effect of implementation,and the current situation of high quality economic development in China is analyzed by entropy method.At present,our country economy high-quality development level has the objective understanding.Finally,on the basis of the previous analysis,this paper empirically tests the impact of environmental regulation on the high quality development of China’s economy and puts forward corresponding suggestions.The conclusions of this paper are as follows :(1)in general,environmental regulation has significantly improved the level of high-quality economic development in China.However,in the fractal dimension index,environmental regulation has significantly improved the dynamic index,ecological index,people’s livelihood index,open index of high quality economic development,but has no significant impact on the structural index.(2)From the perspective of different regions,environmental regulation has led to the improvement of high-quality economic development in the eastern coastal areas,but has not significantly improved the level of high-quality economic development in the central and western regions.(3)From the point of view of nonlinear regression,the relationship between environmental regulation and high-quality economic development is consistent with the previous linear regression analysis.The relationship between environmental regulation and the high quality development level of China’s economy is U ",and the relationship between environmental regulation and China’s high quality development is U".In the central and western inland areas,the current environmental regulation level has not crossed the inflection point and has not played a role in promoting the development of high quality economy.In view of the above research conclusions,this paper puts forward corresponding suggestions to further promote the effective implementation of environmental regulation and promote the development of high quality economy.
