Research On The Impact Of Environmental Regulation On The High-Quality Development Of Manufacturing Industry

Improving the quality of manufacturing development is the core task now.Green development is of great significance to improve the quality of manufacturing development.However,environmental pollution is an external problem,which can not be solved only by market mechanism.At the same time,it also needs the environmental regulation implemented by government for external intervention.As a constraint means,environmental regulation is bound to increase production costs in the short term.However,Porter hypothesis believes that regulation with reasonable intensity will encourage enterprises to increase innovation activities in the long term,so as to enhance the competitiveness of enterprises.At present,most academic papers focus on the impact of environmental regulation on a single index of manufacturing industry.Under the background that the mode of Chinese economy is transferring from high-speed development to high-quality development,it is of practical significance to study the impact of environmental regulation on the high-quality development of manufacturing industry and explore how to achieve a win-win situation between environmental regulation and high-quality development.Based on the systematic combing of relevant literature,this paper demonstrates the theoretical mechanism of environmental regulation affecting the high-quality development of manufacturing industry from three aspects: innovation incentive,energy efficiency and labor productivity.This paper analyzes the current situation of manufacturing development and environmental regulation,constructs China’s manufacturing high-quality development index and environmental regulation index,and then tests the current situation and the trend of Chinese manufacturing high-quality development from 2005 to 2019.This paper also builds relevant theoretical models to demonstrates the impact and the mechanism.The results show that:(1)The environmental regulation has a nonlinear effect on the high-quality development of manufacture;(2)The impact of environmental regulation shows regional heterogeneity,in which the impact is significant in the eastern region and not significant in the central and western regions;(3)Through the mechanism test,it is concluded that environmental regulation can affect the development quality of manufacturing industry through innovation,energy efficiency and labor productivity.Based on above conclusions,this paper puts forward four suggestions: reasonably formulate environmental regulation standards to promote the positive impact of environmental regulation;Combine with regional heterogeneity,give full play to the role of environmental regulation;Cultivate qualified scientific and technological personnels on environmental protection and continuously promote green technology innovation;Promote the internalization of environmental regulation costs and change the development mode of enterprises.
