A Study On The Impact Of Environmental Regulation On The High-quality Development Of China’s Export Trade

Abstract/Summary:
Since the implementation of Reform and Opening-up,China’s foreign trade has flourished and achieved remarkable achievements that have attracted worldwide attention.China has been the world’s largest trading nation in goods for six consecutive years since 2017.By the end of 2022,China has become a major trading partner for over 140 countries and regions.But meanwhile,ecological and environmental issues such as air pollution and land desertification have gradually become hot social issues of concern.According to the 2022 Global Environmental Performance Index,China ranked 160 th out of 180 participating countries and regions.The ecological and environmental problems we face are still severe.Ecological environment protection has become an important task in the “14th Five-Year” Plan.At present,China has entered a stage of high-quality development.Based on the new era,implementing the new development concept,guided by high-quality development,promoting the high-quality development of export trade is an inevitable choice for the new development stage.This thesis summarizes and combs relevant research results and theoretical bases on environmental regulation,high-quality development of export trade,and its influencing factors,and proposes a theoretical mechanism for the impact of environmental regulation on high-quality development of export trade from the perspective of export costs,innovation,FDI,government subsidies,and market recognition.Guided by the new development concept,12 indicators are selected from the dimensions of innovative development,coordinated development,green development,open development,and shared development to construct a comprehensive evaluation index system for highquality development level of export trade in each province,and analyze China’s development status.Using 30 provinces in China from 2008 to 2021 as samples,fixed effects model and panel threshold regression model are used to explores the impact of environmental regulation intensity on the level of high-quality development of export trade.Examines the intermediary role of FDI by using the mediation effect model.Based on the results of above research,policy suggestions are proposed for better using environmental regulation measures to further improve the level of China’s high-quality development of export trade.Research has found that the overall high-quality development level of China’s export trade is showing a steady upward trend,and the dimension of innovative development has become the most powerful driving factor for promoting the improvement of highquality development level of export trade.The development level of eastern provinces is higher than that of central and western provinces,the gap in development level between different regions is gradually narrowing.The empirical research results indicate that there is a “U” shaped nonlinear relationship between the intensity of environmental regulations and the high-quality development level of export trade,and at present the intensities of environmental regulations of 30 provinces in China are all located on the left side of the inflection point.When the intensity of environmental regulation is low,the "crowding out" effect of costs dominates.As the intensity of environmental regulation gradually increases to cross the threshold,the “compensation”effect and “market recognition” effect gradually emerge.Overall,it promotes the highquality development of export trade,but strict environmental regulatory measures have varying impacts on different provinces.In the process of environmental regulation affecting the high-quality development of export trade,FDI has a full mesmeric effect.The implementation of environmental regulation will have a “screening” effect on China’s absorption of FDI.The “technology spillover” effect of high-quality foreign direct investment have promoted the high-quality development of export trade.Based on the research conclusions,countermeasures are explored from four perspectives:moderate increase the environmental regulation intensity,differentiated and diversified formulation of environmental regulation measures,strengthen independent innovation capabilities and improving the quality of FDI.
