Research On The Government Supervision Mechanism In The PPP Model Of Smart Community Construction

Since the 18th National Congress of the Communist Party of China,the construction of "ecological civilization" has become an important goal of China’s social development;At the Third Plenary Session of the 18th CPC Central Committee,it was proposed for the first time to build a systematic and complete ecological civilization system;At the Fifth Plenary Session of the 18th CPC Central Committee,"green" development,as an important part of the "new development concept",played an increasingly important role in national development,and ecological environment protection also received unprecedented attention.Especially after the promulgation of the new environmental protection law in 2015,it makes the general public aware of the great determination of the state to protect the ecological environment and control environmental pollution.The new environmental protection law,known as "the strictest environmental protection law in history",provides a legal basis for ecological environment protection and governance.Article 26 of the law stipulates that "the State implements the target responsibility system and assessment system of environmental protection"[Environmental Protection Law of the people’s Republic of China[n].people’s daily,2014-7-25(008)].Clear legal provisions record that our country should implement the target responsibility system of environmental protection,and implement the quantitative assessment of its effectiveness according to law,and the final result of the assessment will be the main content of the cadre performance assessment.However,in terms of the implementation of the target responsibility system of environmental protection in China,many local governments have not really implemented the system,especially at the grass-roots level,the target responsibility system of environmental protection has been shelved,and few departments have really taken the assessment results as an important basis for evaluating the actual performance of cadres,and they have not been really included in the assessment system.The promulgation of the new environmental protection law shows the importance of the system through clear legal provisions,and further clarifies the responsibility of the government in environmental protection and pollution control.It delimits a clear scope of responsibilities for various departments of the environmental protection system,and also sets a high-voltage line for individual responsible persons’inaction and disorderly behavior.At present,with the rapid development of society,China’s economic level ranks second in the world,the main line of environmental pollution problems caused by economic development is also exposed,the limitations of the current environmental protection target responsibility system are increasingly obvious,and the impact on local government pollution control is also increasingly weakening.Taking Linyi City as the research subject,this paper analyzes the current situation of the implementation of environmental protection target responsibility system in Linyi City,finds out the problems and analyzes the causes through two times of research on environmental problems in Linyi City,visits to the environmental protection system in Linyi City and questionnaire survey on different groups of people,Four problems that local governments are prone to in the implementation of the system are extracted:first,the concept of ecological civilization is not firm,and the laws and regulations for the implementation of the system are insufficient;Second,the division of power and responsibility among departments is not clear,and the goal orientation of environmental protection is ignored;The third is the formalization of target assessment and the lack of application of assessment results;Fourth,the supervision channel is single and the restriction mechanism is not perfect.Based on the analysis of the problems,several reasons are found out:first,excessive pursuit of economic growth and weak awareness of environmental protection;Second,the enforcement of the system is weak and the autonomy of local government is strong;Third,the formulation of environmental protection objectives is formalized,and the setting of indicators is unscientific;Fourth,the lack of effective supervision,supervision and restriction system is not perfect.Based on the analysis of the problems and the causes of the environmental protection target responsibility system,this paper summarizes the experience of the local government in the implementation and development of the system,and puts forward the following suggestions:first,change the government’s concept of ecological environment,strengthen the awareness of environmental protection;Second,set reasonable goals and clarify department responsibilities;Thirdly,we should establish a perfect evaluation system and optimize the application of evaluation results.Fourthly,we should innovate the supervision ways and improve the restriction mechanism.
