Research On The Government Environmental Responsibility Accountability System In China

As social and economic rapid developing， at the same time， also brought seriousenvironmental problems. Heavy reality spurred the deepening of economic developmentand ecological environment protection of the relationship between thinking. The causeof the ecological environment problems are diverse, in terms of subject, with citizens，enterprises， and from the government as well. For a long period of time,the discussionof subject is limited to citizens and enterprises, but has little research for thegovernment reasons, as the government has unshirkable responsibility in ecologicalenvironment deterioration. Existing environmental laws lags behind the legislativeconcept still remains in the mode of government management, the government andenvironmental power, light-governmental environmental obligations; heavyadministrative relative person accountability, the accountability of the light governmentenvironmental responsibility. Eventually led to the government fails to perform theenvironmental responsibility or to perform environmental responsibility does not reachthe designated position. Improve the governmental ‘s environmental responsibilityaccountability system can effectively supervise the government fulfill environmentalresponsibility, promote the development of environmental protection.This paper uses the research methods of literature research and systems analysisstudy of government environmental responsibility system of accountability. This articleis divided into three parts: introduction, text and conclusion. Introduction discusses thetopics of the background and significance of the research status, research methods andmain content and innovation and shortcomings. The text is divided into five parts. Thefirst part introduces the overview of the theory of government environmentalresponsibility system of accountability to explain the meaning and elements of thesystem of accountability of government environmental responsibility. The second partdiscusses the need to improve the total government environmental accountabilitysystem come to improve the government’s environmental responsibility system ofaccountability by government environmental responsibility based on analysis of thecauses and strengthen the government’s environmental responsibility. The third part ofthe system discussed in the legislative status and the status of implementation of theChinese government environmental responsibility system of accountability,reveals thecharacteristics of the Chinese government environmental responsibility system of accountability legislation and practice. The fourth part,discusses the problem ofgovernment environmental responsibility accountability system in our country, mainlymanifested in the accountability legislation lags behind,the agency/unclearresponsibilities between authority and accountability subject vacancy,accountabilityobject fuzzy,the system of the liability is not perfect enough. he fifth part,put forwardthe thinking of perfecting our country’s government environmental responsibilityaccountability system,respectively from the accountability main body,the scope ofaccountability,accountability system and accountability program were put forward,including improvement suggestions. Finally,in conclusion,it is emphasized thatenvironmental protection is a comprehensive process requires the efforts of the parties,has great significance to promote the Government environmental responsibility systemof accountability.
