Research On Environmental Responsibility Of Local Governments

In recent years,the living standards of urban and rural residents in my country have been steadily improving.However,environmental pollution problems have followed one after another and have begun to enter people’s vision.At present,the environmental situation in our country is still very severe.Environmental pollution seriously affects residents‘lives,hinders the rapid economic development,and seriously infringes on residents’ physical and mental health.In the report to the 19 th National Congress of the Communist Party of China,CPC stressed that we need to accelerate the reform of the ecological civilization system and build a beautiful China,and "insist that clear waters and green mountains are gold and silver mountains",which puts forward new requirements for the current environmental protection and governance work.Environment has public attributes,the vertical setting of government environmental responsibility is between the central government and local governments,and on environmental protection,the local government is the most important responsible for the regional ecological environment,shoulder the main responsibility of environmental protection,however,the main responsibility of environmental protection specific how to implement,is the key.In fact,the government’s environmental responsibility is the environmental obligation undertaken by the government to meet the environmental and public needs of the public,and its performance also needs to be supported by the corresponding government capacity.To strengthen ecological and environmental civilization,local governments need to strengthen their responsibility for environmental governance.On the basis of defining the meaning of government environmental responsibility,analyzing the definition and fulfillment of government environmental responsibility at home and abroad,this article uses the theory of government responsibility,adopting literature research method combined with interview research method,and selects Taiyuan Municipal Government’s treatment of Fen River pollution as the case.For example,the existing laws and regulations are not perfect,the environmental concept is weak,the environmental information disclosure mechanism is not perfect,and the accountability subject is single.It also proposes corresponding solutions for the implementation of environmental responsibilities of local governments in my country,including improving the current environmental legal system,strengthening the government’s environmental protection concept,improving the environmental information disclosure system,promoting foreign accountability,and establishing multiple accountability mechanisms.Through the above research,we hope to provide reference measures for local governments to fulfill their environmental responsibilities in order to build a more green earth home.
