| The coordinated development of Beijing-Tianjin-Hebei has been promoted to the significant national strategy.The economy of Beijing-Tianjin-Hebei is developing rapidly,but environmental problems(especially air pollution)are prominent,restricting the sustainable development of the Beijing-Tianjin-Hebei region.Increasing the scale of environmental investment and improving the efficiency of investment governance are two ways to solve the problem of environmental pollution in Beijing-Tianjin-Hebei.In recent years,the scale of environmental investment in Beijing-Tianjin-Hebei has been greatly improved,but the effect is not satisfactory.Therefore,objectively measuring industrial waste gas pollution control investment efficiency of the Beijing-Tianjin-Hebei region,analysis of the differences,to explore the influence extent of the influence of key factors affecting the mechanisms and implementation for Beijing-Tianjin-Hebei atmospheric governance defense league is of great significance.In this paper,the statistical data of Beijing-Tianjin-Hebei province from 1996 to 2015 were selected,and the current situation of industrial waste gas pollution control investment and industrial waste gas pollution was analyzed through descriptive statistical analysis.Based on DEA model,this paper calculate industrial waste gas pollution control investment efficiency,using the CCR and the BBC model for longitudinal analysis,and using the Malmquist index model for horizontal analysis,and contrastively analyze the differences of industrial waste gas pollution control investment efficiency in Beijing-Tianjin-Hebei.Results show that the average of the Beijing-Tianjin-Hebei region industrial waste gas pollution control investment efficiency and total factor productivity swings down trend,the increase of efficiency is made of pure technical efficiency and scale efficiency of the overall rise,driven by technological progress is the main factor of total factor productivity change.In the region distribution,the total factor productivity difference of the total factor productivity of the industrial waste gas pollution control investment in the Beijing-Tianjin-Hebei region is relatively large,and the total factor productivity presents the characteristics of "Beijing>Tianjin>Hebei".Then,using the Tobit model,the relationship between the investment efficiency of the industrial waste gas pollution control in Beijing-Tianjin-Hebei and the energy consumption structure,the technological development level,and so on,is analyzed by regression analysis.The results show that there is no significant negative correlation between the investment efficiency of industrial waste gas pollution control in Beijing-Tianjin-Hebei,and the industrial structure.The investment efficiency of industrial waste gas pollution control in Beijing-Tianjin-Hebei has a significant negative correlation with the energy consumption structure and technological development level.Beijing-Tianjin-Hebei The industrial waste gas pollution control investment efficiency and economic development level have a significant "inverted U" relationship.Based on the background of the coordinated development of Beijing-Tianjin-Hebei,proposals were made to clarify the functional orientation of Beijing-Tianjin-Hebei,optimize the industrial structure,adjust the energy structure,and strengthen inter-regional technological exchanges. |
