| With the contiguity,contagion and overlap of the environment pollution in urban agglomeration,the negative externalities and spillovers have more significant influence.To achieve the goal of green environment shared-governance,local governments in urban agglomeration have strong motivation on interlocal collaboration.In institutional collective action framework,transaction cost and transaction risk are the main factors which affect the decision-making of local government.Accordingly,the asset specificity and measurability of the goods and services of the transaction affect the transaction cost and transaction risk.Due to the difference between asset specificity and measurability of the goods and services of the transaction,different cooperation contents make it necessary to adopt different forms of cooperation organizations,cooperation partners and forms of cooperation in order to obtain the benefits of cooperation in order to form different interlocal collaboration network structures.In the field of environmental governance,air pollution control and water pollution control are different due to asset specificity and measurement difficulties,this two different policy areas are reflected in the different boundaries of the cooperative network.The focus of this study is exploring the differences in the network structure of the two areas of environmental governance under the influence of different boundaries and clarifying the impact of the Local government networks(LGNs)boundary on the governance of environmental cooperation.In this study,we tried to distinguish between the cooperative management of water pollution and the cooperative management of air pollution.The ICA framework has revealed that asset specificity and measurability are key factors in our understanding of the nature of trading.The behavior of local governments in China is often affected by multiple boundaries,including Function boundary,Geographical boundary,and Jurisdiction boundary.This kind of local governments that belong to the same border may have lower transaction costs and risks,which will promote cooperation.In addition,governance issues and governance levels are two important reasons that affect the LGN.Based on,this article analyzes the environmental daily data from 2009 to 2015 in 30 cities in the Yangtze River Delta of China.Through Ucinet’s overall network analysis and QAP model test:The water pollution governance with high asset specificity and low measurability tends to form a more concentrated network structure,and the high measurability and low asset specificity of air pollution is inclined to form a sparse and loose network form.These three boundaries are important factors affecting the environmental cooperation in the Yangtze River Delta.The impact of pollution on the environmental governance of the Yangtze River Delta is not significant.In air pollution governance,local governments prefer to cooperate with the key cities in the same jurisdiction boundary.In contrast,water pollution governance is not such a logic. |
