Research On The Impact Of Local Government Environmental Cooperation In The Yangtze River Delta On Environmental Pollution Emissions

With the rapid improvement of the level of economic development,people pay more and more attention to the quality of the living environment.Since the declaration of regional environmental cooperation between Jiangsu,Zhejiang,Shanghai,and Shanghai in 2004,local governments in the Yangtze River Delta have carried out a series of environmental protection cooperation to enhance the level of environmental governance in mutual exchanges and achieve sustainable urban development in energy conservation and emission reduction.The integration of the Yangtze River Delta in 2018 has become a national strategy.Studying the spatial distribution pattern and spatial correlation of government environmental protection cooperation and pollution emissions,and exploring the changes and development trends of government cooperation governance networks are of great significance for future regional cooperation planning.Further analyze the theoretical mechanism of government environmental protection cooperation affecting environmental pollution,empirically test the effectiveness of this policy,provide an important theoretical basis for the effective development of regional environmental governance,and achieve higher quality development in the region.This article first defines the research object theoretically and clarifies the connotation of the two core factors of local government environmental protection cooperation and environmental pollution.In the literature review,based on the theoretical knowledge involved in local government environmental protection cooperation,relevant content is sorted out,and related aspects such as influencing factors of environmental pollution discharge,local government competition and necessity are sorted out and evaluated.Then it analyzes the theoretical mechanism of the environmental cooperation of the Yangtze River Delta government to influence pollution emissions from direct effect environmental regulation and indirect effect technological innovation.Then use the social network analysis method to study the regional cooperative governance structure in the Yangtze River Delta,and analyze the evolution and development of the governance network from the network density and network centrality.Based on the above theoretical analysis,taking 34 cities in the Yangtze River Delta as a research sample,industrial waste gas with two-way spillovers,industrial waste water with a single spillover type,and industrial solidwaste without spillovers were selected as the explanatory variables in this paper.The industrial waste gas adopts a spatial metering model,and the industrial solid waste is analyzed using a common panel model.The robustness of the model establishment is confirmed by using the space weight matrix transformation.It is verified through the mechanism that technological innovation and environmental regulation have played a role of local intermediary in the impact of environmental protection cooperation of local governments on environmental pollution.The following conclusions are drawn: first,the environmental governance system in the Yangtze River Delta region is greatly affected by specific events,showing a trend of rising first and then falling;second,with the deepening of governance cooperation,the environmental governance structure in the Yangtze River Delta region has been in recent years It is decentralized,and the coordination role of central cities is gradually decreasing.Each city has more equal links with other cities in the Yangtze River Delta.Third,regional environmental cooperation governance is effective for spillover pollutants,but for non-overflow pollution.It is not significant,and even causes such pollutants to increase.Fourth,the spread of environmental pollution and government environmental protection cooperation is still obvious,and the type of diffusion between different cities varies greatly.Fifth,there are differences in the factors affecting the three industrial pollutants.The same factor will affect different pollutants in the opposite direction.Sixth,in addition to directly affecting environmental pollution,local government environmental protection cooperation will affect the environment by influencing technological innovation and environmental regulation.Contamination has an indirect effect.In response to the above conclusions,it is proposed to establish a long-term monitoring system for environmental cooperative governance,advocate the participation of multiple subjects,and give full play to the enthusiasm of local governments,enterprises and citizens to achieve interactive cooperation between relevant stakeholders.Not only should we pay attention to the cooperation of cities with higher administrative levels,but also we should pay attention to the status fluctuations of cities in the regional cooperation governance network and the status of sub-governance networks.According to this cooperation boundary dynamic planning,we cannot rely solely on the established governance system.In addition,while carrying out regional cooperative governance,cities should target environmental pollution in accordance with their main pollutants.The innovations of this article are as follows: First,the importance of regional cooperative governance has been mentioned in many articles.In recent years,scholars have begun to pay attention to the evolution and development trend of this governance pattern.Regional economics and administrative management This paper analyzes the government's environmental protection cooperation in theory,but lacks relevant empirical data to support this theoretical basis.This article makes up for this gap.Second,with the rise of the polycentric theory,more subjects are participating in environmental governance.The government influences the behavior of enterprises through different mechanisms,which has a significant impact on regional environmental pollution.It explores the direct and indirect effects of government actions on the environment.Third,unlike previous studies that used a single pollution indicator to measure pollutant emissions,this paper analyzes the role of government environmental protection cooperation from different spillover pollutants,which can more fully reflect the environmental governance research on different pollutants carried out by local governments.
