| In the past over 30 years of the reform and opening up, China’s economic development has reached remarkable achievements, which is lauded by the world as “Growth Miracle”. However, the huge environmental expenses that we’ve paid behind the rapid ecnomic development cannot be neglected. The economic growth pattern is extensive, the resource consumption is huge, the total emission of main pollutants keeps increasing and the environmental pullution problems emerge in endlessly. If feasible and effective measures are not adopted to prevent the ecological environment from further deteriorating, the environmental issue will restrict the continuous, rapid and healthy development of our economy. As a classic public product, environment has non-competitive nature of consumption and non-exclusive nature of benefit. Investors will ignore resource costs just in order to obtain the largest profits, leading to the depletion of natural resources and the degradation of ecological environment. To solve this problem, the government need to play its leading role and adopt various direct and indirect government regulation which bolongs to the scope of social regulation, to make up the “market failure” of the allocation of environment resources. Nonetheless, the subject of environmental protection should not merely rely on the government, because the government’s ability in making up “market failure” is limited. In addition, with the continuous deepening of reforms and the transformation of society, environmental protection solely relying on government regulation can no longer meet the needs of social development and current environmental regulation modes are also unable to fundamentally change the serious situation of environmental pollution. Moreover, although deserved attention and effective improvement have been paid to and implemented in previous social development modes’ s destruction of the environment, the issue about the system, mechanism and relevant policies over the environment is not attached engough importance to and effectively solved.With the popularity and wide application of collaborative governance theory in Western countries, revolutionary changes have been brought in governance subjects, methods, structures and goals of the environment issue, and also, significant effects are achieved. Hence, such practice is worthy of our reference and learning. This thesis, starting with the perspective of cooperation governance, in the context of the political and economic transition perioed and utilizes relevant control theories and governance theories,first introduces the current environmental pullution problems and three governmance modes to deal with the pulllution,then analyses the advantage and disadvantage of these three modes. From two aspects to demonstrate the necessity and feasibility of cooperation governance,and with the example of wenzhou’s practice to further demonstrate that environmental pollution need to be solved under the perspective of cooperation governance. Finally this tehesis try to integrate the cooperation governance mode of multiple subjects of “government, market and the public” in the cooperation governance theory into the process of China’s environmental pollution improvement. Then the thesis proposes that the future environmental protection should explore a collaborative governance path which is led by the government, with mutiple subjects of enterprises, environmental non-government organizations and citiens, thus promoting the sustainable development of ecological environment in our country. |
