Problems And Countermeasures On The Policy Implementation Of The Classification Of Domestic Waste In The Urban

With the rapid growth of the total amount of domestic waste in our country year by year,major cities in China are facing the embarrassing situation that the amount of domestic waste disposal facilities cannot bear the amount of waste generated,and the waste siege has become an environmental problem that cities cannot escape.On December 21,2016,General Secretary Xi Jinping clearly requested the implementation of domestic waste classification system,and a new round of implementation of the domestic waste classification policy was kicked off.Although governments at all levels have issued relevant policies,hoping to promote the classification of urban domestic waste quickly,and to a certain extent,initial results have been achieved,there are still many problems to effectively promote the implementation of domestic waste classification policies.Based on the analysis of relevant literature on domestic waste classification policies at home and abroad,this paper analyzes relevant data,summarizes the problems faced by the implementation of urban domestic waste classification policies,and conducts a questionnaire survey on residents in Chengdu’s jurisdictions to improve the waste classification policies and explore new ways to effectively implement the policies.Specific suggestions include: improving the government’s leading role in domestic waste classification,formulating and improving laws,regulations and policies related to domestic waste classification,strengthening the effectiveness of urban domestic waste classification and publicity,and matching urban domestic waste classification facilities;improving enterprises and social organizations’ participation,enterprises need to take responsibility for innovation,reduction and promotion of domestic waste classification.Social organizations need to promote domestic waste classification with their specialty.Residents must comply with domestic waste classification requirements,actively supervise and feedback the implementation of the classification policy of domestic waste.By fulfilling their respective responsibilities and obligations,all parties achieve the coordinated governance of the implementation of urban domestic waste classification policies,promote the effective implementation of urban domestic waste classification policies,and achieve the goals of reducing,recycling and harmless domestic waste,reducing pollution and impact of domestic waste on the environment.
