In recent years,the central and local governments have proposed and promoted the action of classifying domestic waste on many occasions.Shenzhen,as one of the first pilot cities for domestic waste classification in China,has formulated and introduced multiple domestic waste classification regulations and policies,but there is still a gap between policy implementation and policy objectives.Shenzhen has a large number,scale,and population of urban villages,which is a unique feature that sets it apart from other cities.The unique personnel structure and social culture environment of urban villages is a challenge for urban management and the implementation of domestic waste classification policies.This study takes urban villages in Shenzhen as the research object,focusing on the problems and reasons that exist in the implementation of domestic waste classification policies,and proposing corresponding countermeasures and suggestions.This study constructs a basic framework based on Smith Policy-ImplementationProcessing pattern and analyzes the current situation,existing problems,internal reasons,and countermeasures of the implementation of domestic waste classification policies in urban villages of Shenzhen from four dimensions,including idealized policies,implementing agencies,target groups,and implementation environment.The main method used is questionnaire survey designed based on the four dimensions mentioned above.Nine urban villages in Shenzhen are randomly selected as the research subjects,and the questionnaire is distributed to residents.By calculating the average value of each measurement item,the problems in the implementation of the domestic waste classification policies are sorted out.The content includes four part.The first part is basic research,which mainly elaborates on the research background,significance,relevant literature,theoretical basis,etc.,and clarifies the value and feasibility of the study.The second part is a review of the current situation,mainly focusing on the basic situation of urban villages in Shenzhen and the implementation of domestic waste classification policies.The third part is problem diagnosis,which mainly excavates the problems in the implementation of domestic waste classification policies in urban villages in Shenzhen,and analyzes the reasons for them.The fourth part is countermeasures and suggestions.Based on the existing problems and reasons,specific countermeasures and suggestions are proposed from four aspects: enhancing policy pertinence,improving the synergy of implementing agencies,strengthening the policy recognition among target groups,and optimizing the policy implementation environment.Through analysis,the study draws two conclusions.Firstly,the classification of domestic waste involves multiple links and entities,and is a highly systematic and complex social activity.It means that the implementation of domestic waste classification policies needs to coordinate the interests of different groups,define their responsibilities,and adhere to the principle of long-term and sustainable development.Secondly,urban villages have characteristics such as complex population structure,strong resident mobility,uneven resident quality,and obvious individual awareness,which makes the implementation of domestic waste classification policies in urban villages more difficult.The numerous,large-scale,and densely populated urban villages in Shenzhen play an important role in urban development.Taking urban villages as the starting point for the study of the implementation of domestic waste classification policies in Shenzhen has strong practical significance for the urban construction of Shenzhen.At the same time,it can also provide good reference for other cities to improve the implementation effect of their domestic waste classification policies.
