Problems And Countermeasures On The Implementation Of Domestic Waste Classification And Management Policy In Chenghua District,Chengdu

It is said that “garbage siege” has become a common occurrence in Chinese countries,which has been a major problem that disturbs the sustainable development of ecological environment and is to the disadvantage of economic construction and social progress.To solve this problem,we find domestic waste classification is an effective way.Waste classification is an inevitable choice to realize environmentally friendly,recycling and resource saving,and also an important means to improve the ecological environment,pay attention to urban residential environment management and implement sustainable development.At the end of 1996,China officially started the work of waste classification.In 2019,Chengdu was listed as one of the country’s first 46 pilot cities for waste classification.On March 1,2021,Chengdu Domestic Solid Waste Management Regulations has been officially implemented.Chenghua District,as one of the main urban areas of Chengdu,its domestic waste classification management work started late,which is still in the pilot stage.In the process of domestic waste classification,Chenghua District also exposed the problems of difficult implementation and low time efficiency.As the implementation of domestic waste classification policy is a complex and comprehensive policy implementation process,involving the supervision subjects,target groups etc.,the whole process directly affects the realization of objectives.At present,Chengdu is building a park city,and it is more necessary to reduce,do no harm and recycle domestic waste,build a better ecological environment.Therefore,it is of great significance to the implementation of domestic waste classification policy in Chenghua District.This paper adopts the idea of "putting forward,analyzing and solving problems",according to the theory of public governance and public policy implementation theory as the support,uses specific research methods such as literature research,questionnaire survey,interview,field observation and comparative research to analyze the status quo of domestic waste classification management in Chenghua District,and studies the influencing factors and existing problems of policy implementation.By learning and drawing on the advanced experience of pilot city’s domestic waste classification management,combined with the actual situation,put forward suggestions and countermeasures,solve the problem of household garbage treatment and modernize the urban governance system and capacity,establish a domestic waste management system based on the rule of law,under the leadership of the Party Committee,promoted by the government,participated by the whole people,operated by the market,coordinated urban and rural areas,and made gradual progress,so as to promote a greater positive progress was made in domestic waste classification policy implementation,meet the public demand for healthy environment and a better life.Through investigation and research,it is found that Chenghua District has some waste classification problems,such as weak supervision of classification policy implementation,inadequate publicity of policies and regulations,lower classification awareness of residents,insufficient waste classification infrastructure etc.Based on these problems,this paper analyzes the objective reasons from the perspective of policy implementation,from the aspects of clarifying the policy design,enhancing the professional degree of executive agencies,increasing policy education,and improving supporting facilities,these suggestions are put forward to enhance the implementation effect of domestic waste classification policy in Chenghua District,so as to make waste classification more scientific.
