Research On Collaborative Governance Of Coal Mine Safety In Shandong Province

In recent years,from the beginning of the 2018 10.20 Longyun coal mine,the accidents of coal mine safety in Shandong began to occur frequently.The central leading comrades were highly concerned about this and aroused heated public opinion.In 2018,Shandong Province abolished the provincial,municipal and County coal bureaus through institutional reform,and the coal mine safety supervision system was adjusted from "one core centralized" to "multi head decentralized"" Under the background of "multi head decentralized" system,coal mine accidents occur frequently in Shandong Province,which reflects that there are a series of problems in coal mine safety management in Shandong Province.We should give full play to the role of the government,coal mining enterprises,social organizations and coal mine workers,promote the collaborative governance of multiple subjects,build a coal mine safety collaborative governance system in Shandong Province,reduce the occurrence of coal mine accidents,maintain the life safety of coal mine workers.In this paper,the "multi-decentralized" regulatory system under the frequent coal mine accidents in Shandong Province as the starting point of research,upgrade the research on coal mine safety from the previous "one-way government supervision" to"multi subject collaborative governance".Based on the theory of collaborative governance,this paper makes an overall design of coal mine safety collaborative governance in Shandong Province from the aspects of target selection,main body composition,role determination,operation mechanism,guarantee conditions and basic framework,This paper innovatively constructs the system framework of coal mine safety collaborative governance,which is "government led-Coal Mine Enterprise Cooperation-social organization cooperation-coal mine workers' Participationmulti-party interaction".Based on this,this paper discusses the path of coal mine safety collaborative governance in Shandong Province,and puts forward some suggestions,such as establishing the concept of collaborative governance,giving play to the leading role of the government,implement the role of enterprise source control,integrate multiple social forces to participate,give full play to the coupling effect of multiple subjects,and ensuring long-term mechanism with legal system construction.
