Research On The Optimization Of Multi-agent Collaborative Governance In Special Equipment Safety Regulation

The safe operation and regulation of special equipment is an important part of public safety,which involves all aspects of social production and mass life,especially the elevator is the closest to people’s livelihood.At present,the safety of special equipment still faces many risks and challenges,and the regulatory situation is increasingly complex.Relying on a high degree of administrative power expansion to strengthen regulation,can not well adapt to the rapid growth of the number of regulatory objects and the emergence of new business forms and new models.In the traditional government single subject regulation mode,as well as the accountability logic of "accident means responsibility" and "one vote veto for safety accident",the regulation departments and regulators shoulder the "unbearable burden".At present,under the background of the modernization of national governance system and governance capacity,the introduction of governance concept with multi-agent collaboration as the main feature,and the construction of the multi-agent collaborative governance mode including market players、society main body and the public,which under the guidance of the government are conducive to improving and reversing the problems and difficulties faced by special equipment safety regulation,and promoting the "upgrading" development of the special equipment safety regulation.By reviewing the previous research results,this paper starts from the basic concepts of "special equipment regulation" and "multi-agent collaborative governance in special equipment safety regulation".On this basis,this paper constructs an analysis framework of multi-agent collaborative governance in special equipment safety regulation by using collaborative governance theory,regulatory governance theory and stakeholder theory,and takes the elevator safety governance practice in Guangzhou as an example.By expounding the current elevator safety situation in Guangzhou,combing the participants in elevator safety regulation and the status quo of their participation in collaborative governance,this paper analyzes the problems of multi-agent collaborative governance of Guangzhou elevator safety regulation from four dimensions,that is,there are some problems in the dimension of collaborative governance,such as the weak willingness of collaboration between government departments,the inconsistent goal of collaboration between public and private subjects,and the conflict of interests between private players.There are some problems in the dimension of collaborative governance mechanism,such as information interaction mechanism,interest sharing mechanism,integrity incentive mechanism.There are some problems in the content dimension of collaborative governance,such as the prior link of elevators use(access to elevator use),the in-process link(elevator safety hazard investigation,inspection and detection,risk prevention and control),and the post process link(elevator emergency rescue),etc.There are some problems in the dimension of collaborative governance process,such as the organizational arrangement,the expression of needs and wishes,the implementation of consultation opinions,and the evaluation of collaborative effect.At the same time,this paper in-depth analysis of the causes of the problem.Focusing on these problems and reasons,this paper puts forward targeted countermeasures and suggestions from four aspects: First,it is necessary to stimulate the vitality of multi-agent participation in elevator safety collaborative governance by enhancing and strengthening the collaborative power and leading role of government departments,endogenous power of market players,and the role of social organization and public participation.The second is to strengthen the mechanism of multi-agent participation in elevator safety collaborative governance by establishing and improving collaborative information interaction mechanism,chain relationship between market players and credit governance mechanism.The third is to enrich the content system of multi-agent participation in elevator safety collaborative governance by perfecting the multi-party collaboration in the prior link、the in-process link and the post process link of elevators use.Fourth,it is necessary to improve the process of multi-agent participation in elevator safety collaborative governance by improving the long-term mechanism of community governance of elevator affairs,optimizing the collaborative process and promoting the improvement of the performance of collaborative governance.Through these countermeasures and suggestions,in order to help solve the problems of multi-agent collaborative governance in Guangzhou elevator safety regulation,promote the elevator safety level in Guangzhou,and provide some new ideas for promoting the implementation of the multi governance concept of special equipment safety regulation,as well as the improvement of government regulatory governance performance.
