Research On The Collaborative Governance Of Production Safety In H Cit

With the rapid development of the social economy and the rapid progress of science and technology,the risks and hidden dangers of safety production have significantly increased,the incidence of safety accidents has gradually increased,and the social impact has become increasingly significant.Safety production has become one of the key concerns of the government and society.As a grass-roots county-level city,H City has a large number of small and medium-sized enterprises,but these enterprises have relatively weak emphasis,investment and professionalism on safety production,which has increased safety risks and hidden dangers to a certain extent.In order to effectively implement supervision,H City has initially introduced a safety production collaborative governance mechanism.Through government guidance,it encourages multiple entities such as production and operation unit owners,enterprise employees,and society to participate in safety production governance,effectively mobilizing resources from all parties,and promoting safety production collaborative governance.But at the same time,with the operation of collaborative governance mechanisms,many problems have also surfaced.This article is based on the actual situation of H city and conducts research on the collaborative governance of safety production.This article summarizes the current research status and summarizes the concepts of safety production,collaboration,and governance by reading literature related to safety production collaborative governance both domestically and internationally.At the same time,based on the theory of collaborative governance and combined with the current research on safety production supervision and collaborative governance at home and abroad,the SFIC model was introduced as the research and analysis model,and some adjustments were made to the model according to the actual situation of safety production collaborative governance in H city.This article designs a survey questionnaire based on four factors: the starting conditions,catalytic leadership,institutional design,and collaborative process of the SFIC model.Six major entities involved in the collaborative governance process of safety production in H city,including government,enterprises,employees,third-party service companies,media,and the public,were surveyed,and 300 valid questionnaires were collected.Through data organization,statistics,and analysis of effective questionnaires collected,combined with collaborative governance theory and SFIC model,it is pointed out that there are problems in the collaborative governance process of safety production in H city,such as imbalanced starting conditions,inadequate catalytic leadership government regulatory functions,inadequate institutional design,and insufficient collaboration in the governance process.In response to the existing problems,this article proposes strategies and suggestions based on the actual situation,including balancing the participation of various entities,fully leveraging government regulatory functions,optimizing institutional design,and enhancing the collaborative ability of various entities.
