| With the continuous deepening of reform and the rapid development of the economy,technological innovation has become an important boost to promote economic development.While technology research and development and technological innovation are getting more and more attention,how to do well in scientific research project management has become a problem worthy of deep consideration by scientific research managers.ZHY Research Center is a subordinate research institution of CNOOC,which provides technical support and guidance for the development of CNOOC refining and petrochemicals industry.With the increasing number of new projects and research funding,a series of problems in the management of scientific research projects have emerged,including: the scientific research direction is not clear;the project process control is insufficient;the project management process needs to be improved;the scientific research project evaluation mechanism has not been established.In order to improve the research project management status of ZHY Research Center and enhance the scientific research project management quality,optimization research on the scientific research project management of ZHY Research Center was carried out.Firstly,the defects and deficiencies in the process of scientific research project management were analyzed;Secondly,based on the theory of management,scientific research project management and project evaluation,the countermeasures and suggestions for the whole process management optimization were proposed according to the research project management status.And the scientific research project evaluation system based on AHP theory and expert scoring was also proposed;Finally,a series of safeguard measures were proposed from the aspects of management system,institutional system and information platform system to ensure the whole management process optimization of the research projects having actual effect.This research can provide a kind of ideas and reference for the scientific research project management of the petroleum industry research institute.It can be helpful to improve the efficiency of scientific research project management and promote the standardization and specialization of progress management. |
