At present,the international and domestic environments are complicated,and the difficult situation has become a new normal for the current operation and development of economy.The method of project management,as the most important part of project construction,runs through the whole process of project implementation;therefore,the level of engineering management method directly affects the progress of project implementation and the costs of oil prospecting and exploitation.This paper conducts an in-depth study project engineering management,investigates the existing problems and causes,and constructs a complete system of engineering management for the Y project based on such theories for full-process proj ect man agement,p roj ect man agem ent and ri sk m an agement.The engineering management system of the Y project is composed of five parts,namely the engineering management objectives,project management principles,project management characteristics,main content of project management and risk control.We have established management organization under the leadership of the project management committee and executive by other project management departments,simplified the management steps and further strengthened the management of the project through innovative management methods,especially the engagement in the early stage of the engineering management of the Y project,and achieved effective control over various stages of engineering management.We have proposed corresponding solutions for various processes of the engineering system,such as project bidding,contract signing,material procurement,personnel dispatching and staff training,logistics management,foreign affairs management,project HSE management and project acceptance management,put forward constructive suggestions for various risk management efforts of the project,regulated the construction personnel of the project and further updated the settings of the systems and institutions.We have specified such core indicators of project management such as project implementation progress,project risk control and project management division of labor so as to achieve designated people responsible to designated tasks of project management.Furthermore,during the project construction,we have realized real-time summarization and reporting of project-related information,which,through information integration,sharing and publication,can reduce such phenomena as information island and improve information utilization rate,thus providing more reliable basis for routine construction,data statistics,indicator measurement and leadership decision-making.Through the establishment of the risk control subsystem,we have standardized the professional behaviors of project costs,avoided systemic risks of the project management system and reduced the possibility of runaway investment.The paper has also put forward the operation plans and guaranteeing measures for the difficulties in the application of the project cost management system.
