Research On The Complete Management System Of Scientific And Technological Projects Of CNPC Regional Companie

As the major oil&gas producer and distributor in China,in order to maintain the leading position in the industry and sustainable development of production,PetroChina’s technological and management innovation has become an important work that can not be ignored,which mainly depends on the development of science and technology projects.As the main production unit of PetroChina,regional branches’ projects of science and technology combine with production more closely,which can directly enhance the competitiveness of enterprises.Therefore,the success of the regional branch’s scientific and technological project management regulation reform will make the whole PetroChina’s scientific and technological project management regulation more reasonable and perfect,which has very important theoretical and practical significance.Firstly,this paper summarizes the research status at home and abroad,and determines the theoretical basis,research methods,research content and technology roadmap of the article.This paper investigates the current situation of scientific and technological project management regulations in four regional branches of PetroChina,including Daqing Oilfield,Dagang Oilfield,Huabei Oilfield and Southwest Oil&Gas Field,grasps the settings and responsibilities of scientific and technological management departments,combs the current level and types of scientific and technological projects,understands the management process and relevant regulations of scientific and technological projects.Secondly,according to the characteristics of Petrochina’s scientific and technological projects,we decompose the control sections in the whole process of project establishment,organization,implementation and acceptance,grasp the management process of scientific and technological projects,understand the positions and responsibilities involved in each link,analyse the influencing factors of project quality,and concludes that the key elements of Petrochina’s scientific and technological project management are quality,cost,time,human resources,communication,risk and integration.Thirdly,by analyzing the shortcomings of the scientific and technological projects’current management structure and management regulations in regional branches,the paper puts forward the idea of consummating the management regulation of Petrochina’s regional branch’s scientific and technological projects,which provides the direction and route for the system reform.Finally,in view of the deficiencies and shortcomings in the current management of scientific and technological projects in PetroChina’s branch companies,the design of a complete project management regulation is completed from four aspects:the adjustment of management institutions and responsibilities,the design of supporting regulations,the improvement of existing management systems,and safeguard measures based on the principles of matching responsibilities and rights,improving the efficiency of scientific research and reducing management costs.Then we put forward a feasible draft of the the management regulaiton reform of scientific and technological projects in PetroChina’s branch companies.
