Research On The Improving Strategy Of HanKun Energy Co.,Ltd Oil Storage Safety Management

In recent years,with the development of domestic economy and the improvement of people's living standards,we require more and more crude oil.To meet with the supply of national strategic materials and the needs of enterprises,huge amount of crude oil has to be stored.However,because of the oil's flammability,explosiveness and corrosion,the intensively stored crude oil will inevitably turn to be a great potential safety hazard.Furthermore,if the operating enterprises do not adopt effective management methods,then major safety accidents are inevitable.With the rising hazardous chemical accidents in past several years,all social sections pay much more attention to the safety management of small and medium-sized hazardous chemical enterprises.The way in how to improve the safety management level of small and medium-sized hazardous chemical enterprises has become an urgent problem to be solved.By analysing the oil storage safety management of HanKun Energy Co.,Ltd.in Rizhao City,this paper has dug out the deep reasons which affect the safety management of the company and provided several appropriate improvement strategies.In the paper,interview method and empirical research method were used to investigate the current situation of HanKun Energy oil storage safety management.The scope was from system construction,personnel allocation to equipment and facilities safety.Based on the hidden danger management account and accident statistics of HanKun Energy in 2018,the problems that existed in HanKun Energy were found out,such as safety awareness,safety system,professional and technical ability of employees and etc.Besides,according to the state of the enterprise and the existing research results,the AHP-DEMATEL model was used to make quantitative analysis on the established index factors and got each influencing factor's comprehensive weight.According to the "Pareto Law",the setting of safety organization,safety awareness of employees.safety management system and professional technical ability all these four factors were concluded as key indicators.In view of these four key factors,this paper put forward some improvement measures,such as improving the safety organization,establishing enterprise safety culture and improving safety management system.They must play an important role in achieving the goal of improving safety management level and achieving sustainable development of the enterprise.
