Utilization Efficiency And Influencing Factors Of Agricultural Water Resources In Hetao Irrigation Area Analysis

As a pearl in the Yellow River Basin,Hetao Irrigated area is not only an important agricultural area,but also the key to implement "Five major tasks".It not only creates abundant agricultural resources for us,but also creates a sustainable environment and provides strong support for the sustainability of our economy and society.However,there are two main problems in the utilization of agricultural water resources in Hetao irrigation area: shortage of water resources,low utilization efficiency and serious waste.In addition,some farmers’ excessive pumping of groundwater and the misuse of pesticides have become increasingly prominent.These problems have brought serious threat to agricultural production and ecological environment in Hetao area.Therefore,we should actively implement the policy of "frugality first,space balance,system management and both efforts" in the Yellow River Basin,so as to promote the sustainability of Hetao irrigation area.An in-depth study on the efficiency of rural water resources utilization in Hetao Irrigated area can not only provide support for the long-term utilization of natural resources in the Yellow River Basin,but also provide a strong reference for maintaining national food security,optimizing the natural environment and promoting economic and social development,and provide a good example for the irrigated areas in the Yellow River Basin and other regions in Inner Mongolia.This paper chooses Hetao Irrigation Area of Inner Mongolia as the research object,defines the related concepts of agricultural water resources and water resources utilization efficiency,and explains the theoretical improvement involved.Based on the analysis of agricultural data from 2009 to 2020,this paper describes the utilization of agricultural water resources in Hetao irrigation area,and puts forward the existing problems.Then,using the super efficiency data enveloping analysis method and Tobit model,this paper analyzed the difference of water resources utilization efficiency and the source of the difference in the 7 banner counties covered by Hetao Irrigation area.The results show that the efficiency of water resources use is generally higher in places with higher economic and social development and warm climate,while the efficiency of water resources use is generally low in places with relatively rich natural resource endowment and particularly dry climate.In addition,investment in water-saving technology and agricultural machinery was positively correlated with water resources use efficiency,while planting structure of cash crops was negatively correlated with water resources use efficiency.The establishment of water conservancy engineering system plays an important role in promoting the utilization efficiency of water resources in Hetao irrigation district.Meanwhile,the formation of water right market,the adjustment of water price,the issuance of water saving subsidies,encouraging households to participate in drinking water management and other factors can also affect the utilization of water resources.The research results of this paper have certain reference significance for improving the utilization efficiency of agricultural water resources in Hetao irrigation area and promoting regional sustainable development.
