Study On Water Resources Cooperation Of Lancang-Mekong Transboundary Rivers

The Lancang-Mekong River,which stretches for nearly 5,000 kilometers,is the largest and longest transboundary river originating in China and flowing through Southeast Asian countries.River basin is one of the most densely populated areas in the world.Water Source plays an important role in the development of river basin.However,there are many problems in the development and utilization of water resources in the Lancang-Mekong Basin: Upstream and downstream countries in water resources and water resources development on the distribution of interest contradiction,river channel conflict and frequent security conflict,in under the influence of global warming,natural disasters often occur,national opinion about natural disasters in the basin,basin cooperation is bloated and gradually present competition situation,serious impact on the development of river basin water resources.Conflicts on water resources development and utilization in transboundary river basins are not completely opposite to intra-regional water cooperation,so water resources cooperation in Lancang-Mekong River basin is also being carried out in an orderly way.At present,the cooperation within the basin mainly includes: cooperation in water resources development and water conservancy facilities construction,cooperation in the connection of international land-sea trade routes and the development of waterway safety functions,and cooperation in technology and information exchange.Moreover,intra-basin water cooperation also presents the following characteristics: the initial impetus of river water resources cooperation comes from countries outside the region,and various cooperation organizations have exerted profound influence on intra-basin water resources development;There is a lack of comprehensive management of the whole basin,which is usually based on bilateral and multilateral cooperation.At the same time,the transboundary water resources development methods are diversified,and the management scope is gradually expanded.In cooperation,information sharing and financial and technical support are the main ways of river cooperation.Human needs for the limited resources on the earth are infinite.As a nonexclusive natural resource,trans-boundary river water resources are often more conducive to the realization of national interests of countries in the basin through cooperation than through conflict.This requires more diversified forms of cooperation based on international water law in water resources cooperation.More attention should be paid to fairness and rationality in the distribution of benefits of transboundary water resources;In the development of water resources,we should pay attention to the basic needs of human beings and the sustainable development of rivers.We should give full play to the concept of water benefit sharing and promote more diversified cooperation on trans-boundary river water resources.
