Water is the foundation of all life activities in the world,and is the second new strategic resource after oil.With the change of climate,the rapid growth of population and the continuous development of the world economy,the demand for water resources is increasing,the tension trend of water supply is becoming more and more obvious,and the importance of water strategic status is becoming more and more prominent.Water can not only be the lead of conflict,but also the link of regional peace.How to properly handle the use and distribution of water resources determines whether the river basin countries choose peace or conflict.Since March 2016,China and the five countries of the lower Mekong,Laos,Burma,Thailand,Kampuchea and Vietnam jointly launched the "Lancang-Mekong" cooperation mechanism,the Lancang-Mekong cooperation has constructed a multi-level dialogue mechanism,covering all round and becoming a pragmatic and efficient cooperation.This paper selects water resources cooperation as the research emphasis and this paper is divided into four chapters in structure.The first chapter introduces the research background and significance,research methods,research reviews and innovations at home and abroad.The second chapter is a general analysis of the cooperation mechanism of LMC,LMC process background and the establishment of cooperation with the "The Belt and Road" strategic relevance and LMC's challenges.The third chapter focus on the development history of the Mekong River water resources,especially the role and deficiency of the Mekong River Commission in the development of the Mekong River,the discontent and criticism of China's hydropower development in the Lancang River in its own territory,and what challenges China faces in the water resources cooperation with the downstream countries can find the answer in this chapter.After analyzing the challenges faced by China's downstream water resources cooperation management,the fourth chapter of this paper studies the path selection of China's water resources cooperation management.After comparing the model of the Rhine of transnational river governance,it puts forward some suggestions on the construction of the system and the communication between the NGO and other organizations in the downstream countries.
