Study On Water Resources Cooperation And Its Influencing Factors In The Lancantg-mekong Countries In Recent 20 Years

Lancang-Mekong River as one of Asia's most important international river,and its water resources cooperation receives much concern.Considering the complexity of the river cooperation,study on cooperation process of the Lancang-Mekong countries water resources and its influencing factors will make for china to develop better cooperation with the downstream five countries in the water resources fields.By building "cooperation events database of Lancang-Mekong river water resources between 1995 to 2015 ",the author analyzes the water resources cooperation process and its characteristics in recent 20 years.In addition,the differences of water resources cooperation targets among different countries are identified by using comparative analysis.At last,the main factors affecting water resources cooperation in the basin are discussed by expert consultation method.The main results are as follows:(1)The average intensity of water resources cooperation in the Lancang-Mekong River Basin is 2.14.And based on the cooperation intensity standard-the minimum value is 1,the maximum value is 7,the basin cooperation between countries are at an early stage.Cooperation of the whole basin are mainly composed of joint management,hydropower and navigation.Water quantity,flood control,water quality and fisheries cooperation are few.(2)From 1995 to 1999,the water cooperation focuses on joint management,hydropower,navigation and water quality;from 2000 to 2009,except for the joint management,hydropower and navigation fields,the cooperation attach importance to water quantity and flood control;from 2010 to 2015,the cooperation fields mainly focus on navigation,hydropower,joint management and fisheries.(3)There are differences cooperation targets among the six countries.China concentrates on the hydropower and navigation cooperation,Myanmar focuses on navigation.The cooperation that Laos and Thailand take part in is most,including hydropower,navigation,water quantity and flood control cooperation.Cambodia and Vietnam pay attention to water quantity and flood control cooperation,what's more,Cambodia has interested in hydropower.(4)In the existing cooperation mechanisms among the countries,MRC play a most important part to promote the basin water resources cooperation,Lancang-Mekong cooperation mechanism will play an important role in the river water resources cooperation in the future.(5)Difference water resources utilization goals between six countries,different level of economic development,the intervention of the outside river basin countries,financial institutions,NGOs and the media are the main factors that influencing the river basin water cooperation,and the influencing factors are different in different countries.
