Trans-boundary aquifer is an aquifer system that exists in more than one state. As an important component of the groundwater system,proper management and rational utilization in trans-boundary aquifers are significantly important for promoting sustainable development and good-neighbor relationships . The UNESCO's Intergovernmental Programme for the International Hydrological Programme IHP-â…§activities work out the International Shared Aquifer Resource Management(ISARM). It includes delimiting and analyzing the trans-boundary aquifer systems, and encourages trans-boundary countries mutually beneficial cooperation and realizing the sustainable utilization of the aquifer. Trans-boundary aquifer as international rivers, it relates to environmental, economic, social and political security between different countries or areas. There are many trans-boundary aquifers in Asia. Some trans-boundary aquifer is like the rivers through several countries, for example: the Mekong River, the Ganges River and heilongjiang -Amur River. Study the Mekong River Basin of trans-boundary aquifer is a part of UNESCO- IHP-â…§. It aims to enhance human understanding of trans-boundary aquifer field for science, social economic, legal, environment etc, and completes the understanding of international cooperation and promoting cross-border aquifer water management of rationality.Human study Lancang-Mekong River is more for the surface water ,but the study for groundwater has just begun,and the reseach of trans-boundary aquifer is even less. As important resources, we should strengthen Trans-boundary aquifer research. The paper analyzes hydrogeology conditions of Lancang -Mekong river basin and delimits trans-boundary aquifer systems, as well as explores the groundwater resources and environment problems. Meanwhile put forward reasonable suggestions solving trans-boundary quifer in the exploitation and utilization of problems. In view of the current trans-boundary aquifer problems in water resource utilization, establishes "driving forces - pressure - state - impact -response" model for water resources assessment. This is the first trans-boundary aquifer DPSIR comprehensive evaluation index system,and applys it for the four trans-boundary aquifers in Lancang-Mekong basin. The study has an important significance for the management of the Lancang-Mekong river trans-boundary aquifers and the construct of harmonious international environment in Southeast Asia.
