The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to adhere to the core position of innovation in the overall situation of China's modernization construction,and take sci-tech self-reliance as the strategic support for national development.As the cornerstone of innovation,the allocation efficiency of sci-tech resources is related to the innovation and high-quality development of regional economy.Hunan Province actively implements the "three high and four new" strategy,emphasizing the new role in promoting the rise of the central region and the development of the Yangtze River economic belt.The Dongting Lake region plays an important role in the social and economic development of Hunan Province and has a strategic position in the construction of the Yangtze River economic belt.Therefore,to explore the allocation efficiency and spatial pattern of sci-tech resources in Dongting Lake region is of great significance to optimize its sci-tech resources.It is of great significance to improve the spatial layout,enhance the regional innovation competitiveness,create the scientific and technological innovation highland with core competitiveness,and promote the construction of innovative Province in Hunan.In this paper,using the research methods of nuclear density,DEA,projection analysis and geographic detector,we analyze the characteristics of the current situation of sci-tech resources in Dongting Lake region,measure the allocation efficiency of sci-tech resources in different scales of Dongting Lake region in 2018,analyze the reasons and adjustment methods of county scale non DEA effective,analyze its spatial pattern characteristics,and explore the influencing factors of spatial differentiation of sci-tech resources allocation efficiency.The main conclusions are as follows.(1)The characteristics of the current situation of sci-tech resources are as follows:(1)Investment status: the investment in sci-tech resources is growing rapidly,ranking second in the four regions of the province;the structure of sci-tech resources is single,and the government and other investment is insufficient;the characteristics of sci-tech resources are distinct,but high-level sci-tech resources are still scarce;the differences among the three cities are obvious,and the gap is gradually narrowing.(2)Output status: the output grows steadily,ranking second in the four regions of the province;the brand empowerment effect is enhanced,and the industrial competitiveness is enhanced;the output of the three cities has their own advantages,and Yueyang's economic output is outstanding.(3)Distribution status: the distribution of sci-tech resources is characterized by "three main and two times" small agglomeration and large dispersion,and the center periphery phenomenon is obvious.(2)The efficiency of sci-tech resources allocation:(1)At the regional scale,Dongting Lake region ranks third in scale efficiency and fourth in comprehensive efficiency among the four major regions of Hunan Province;(2)At the municipal scale,the comprehensive efficiency of the three cities is relatively low,Yueyang City needs to adjust the scale efficiency of sci-tech resources allocation,Changde City and Yiyang City need to improve the utilization rate of sci-tech resources;(3)At the county scale,The overall efficiency of sci-tech resources allocation in different districts and counties is obviously unbalanced.Dingcheng District and other five districts and counties(cities)are in DEA effective state,and the other 18 districts and counties(cities)are in non DEA effective state.Through projection analysis,it is proposed to make the non DEA effective districts and counties(cities)realize DEA effective through specific adjustment under the condition of the existing input or output unchanged.(4)In terms of spatial distribution,the high efficiency regions of comprehensive efficiency and scale efficiency are basically distributed in the central urban region of the three cities.Yueyang County and Pingjiang County in the southeast of Yueyang City,Shimen County and Li County in the northwest of Changde City are the low and medium efficiency regions of comprehensive efficiency,while the high efficiency regions of pure technical efficiency are in the central urban region and adjacent regions.(5)On the coupling analysis of the spatial pattern of the distribution and allocation efficiency of sci-tech resources,the coupling degree between the two "sub centers" with better concentration of sci-tech resources and the allocation efficiency is low,which needs to be improved.(3)Influencing factors: from the single factor point of view,the proportion of per capita GDP and the added value of the tertiary industry has the greatest impact on the allocation efficiency of sci-tech resources,followed by the urbanization level and the number of innovation platforms at or above the provincial level,and the distance from the city center also has a greater impact.From the perspective of two factors,the interaction of two factors is more significant than that of single factor.(4)According to the characteristics of the current situation of sci-tech resources in Dongting Lake region and the allocation efficiency of sci-tech resources,this paper puts forward some suggestions from the aspects of economic development,industrial structure,input quality,opening and sharing,innovation subject,policy support,talent highland,innovation ecology and spatial layout.
