The State Council issued the-Outline for High-quality Development of Meteorology(2022-2035),which proposed that modern meteorological science and technology innovation,services,business and management systems need to be more sound,and at the same time improve the supply capacity and equalization level of meteorological services,so that meteorological modernization can reach a new level.Under the general trend,governments at all levels have increased their support for meteorological departments and increased capital investment,so it is necessary to explore the internal control of meteorological departments,so that the rational operation of funds can strengthen the management level and improve the quality of public welfare services.Improving internal control is the only way to improve the quality of public welfare services,and it is also an urgent need to firmly establish the concept of governing for the people.Guided by the theory of internal control.The internal control status of Y Meteorological Bureau was described and analyzed from the level of business and unit governance by using literature analysis,field investigation and other research methods,and diagnose the main problems of its internal control.It mainly includes:imperfect internal control system,weak professional knowledge of key personnel,lack of strict budget preparation and implementation,non-standard management of fixed assets,waste of idle resources in procurement,etc.At the same time,the weight of the internal control influencing factors is calculated by AHP analysis method,and the importance ranking is obtained accordingly.The results show that budget execution,capital security,budget preparation,fixed assets,bill review,procurement process and project supervision have the greatest impact.Finally,it puts seven problems.Among them,it is particularly important to strengthen the awareness of internal control,strengthen budget control,standardize revenue and expenditure procedures,divide incompatible positions,improve the professional level of personnel,complete the integrated information system,and build a dynamic management platform for government procurement,fixed assets and engineering projects.Improve internal control,provide service guarantee for meteorological business needs,and contribute to the high-quality development of meteorological undertakings.
