| Ningxia DZ Unit is a special type of public institutions for earthquake protection and disaster reduction in China.It mainly provides earthquake monitoring,prediction,early warning and other public services for the public.It is an important force for China to build a new era of earthquake protection and disaster reduction system and ensure the earthquake safety of the people.After the 19th National Congress of the Communist Party of China was successfully held,the Party and the state made a new plan for the cause of earthquake protection and disaster reduction in China.Facing the new situation and new requirements,the traditional management mechanism and salary system of China’s earthquake system can no longer meet the needs of the current economic and social development.Therefore,on the basis of the classified reform of public institutions,The DZ units of provinces,cities and autonomous regions have made unified deployment to promote the reform of performance-based pay.In 2018,according to the spirit of relevant documents of the Chinese DZ Unit,Ningxia DZ Unit carried out performance-based pay reform for its internal secondary public institutions and earthquake monitoring central station.However,in terms of the overall operation of Ningxia DZ Unit after the reform,the effect of performance-based pay reform is not obvious,and problems such as inadequate social public service ability and poor staff enthusiasm still exist,which seriously hinder the promotion and development of the cause of earthquake protection and disaster reduction of Ningxia DZ Unit.According to preliminary interviews and questionnaires,Ningxia DZ unit performance wage distribution exist in the current performance salary reform relies heavily on the position and the title,the management and employees from inadequate ideological understanding,employee performance appraisal work,broad assessment index,and impossible to quantify,institution(stations)approved the total performance is not scientific,rewards and punishment measures light,many problems such as lack of supervision and feedback mechanism,As a result,the performance pay assessment of Ningxia DZ unit is in deadlock.This paper takes the performance pay reform of Ningxia DZ Unit as an example.On the basis of studying the research results of the management,distribution and assessment of performance pay at home and abroad,this paper analyzes and combs the current situation of the performance pay reform of Ningxia DZ Unit by means of preliminary interview and questionnaire survey.According to the suggestions of the employees of Ningxia DZ Unit,combining with performance management theory,human resources management theory and method of key performance indicators(KPI),the balanced scorecard(BSC),360-degree performance evaluation method proposed to establish performance appraisal of Ningxia DZ units set participating mechanism,the qualitative and quantitative performance evaluation indicators,multi-dimensional to establish performance appraisal mechanism of check and ratify,total specification performance salary structure,strengthen the rewards and punishments measures.It is hoped that Ningxia DZ Unit will improve and perfect the reform management and distribution methods of performance pay as soon as possible,protect the fundamental interests of employees in public institutions,give full play to the incentive role of performance pay reform,and promote the healthy development of earthquake protection and disaster reduction. |
