Coupling Analysis Of Marine Functional Zoning And Marine Economy

Marine functional zoning(MFP)is a policy system with distinctive Chinese characteristics implemented by China to regulate marine development activities and protect the marine environment.After the implementation of the new round of MFP,seause activities have been significantly standardized and marine economy has developed steadily.However,problems such as unreasonable resource allocation and unsynchronized,uncoordinated development still exist,which indicating the relationship between MFP and marine economy is not always coordinated and adapted.In order to accurately grasp the implementation effect of MFP,it is particularly important to evaluate the relationship between the two systems.The main research purpose of this article is to accurately and reasonably evaluate the current coupling relationship between MFP and marine economy.The main content is : First,briefly describethe MFP 's characteristics,and briefly explain the interaction mechanism between zoning and economy;Then sort the theories which are relevant with desctibing the interaction between MFP and the development of the marine economy,and combine these theories to select and screen evaluation indicatorsto build a reasonable and feasible index system;Next build an calculation model of the coupling relationship between the two based on the index system;Finally,take Shandong Province as an example,adopt the method of principal component analysis and data envelopment analysis to evaluate its marine economic development,then calculate the model to evaluate the coupling relationship between MFP and marine economy in Shandong Province.The final result shows that the coupling coordination degree of the two gradually increases with the year,the overall coupling of the marine economic development and the MFP is good,but the characteristics of the relationship in a specific year are different.From these results,the reason why the relationship between MFP and economic changes may be found.So reasonable suggestions for improving marine planning can be proposed.
