Optimization Of PPP Project Bid Evaluation Method Based On RS-TOPSIS Model

With the acceleration of the urbanization process,the domestic demand for various types of public infrastructure has increased significantly,resulting in a huge pressure on financial funds.PPP mode applied to public infrastructure projects can effectively combine the advantages of both sides,solve the problems of lack of funds and inefficient management,reduce costs and improve service quality,so it is widely used in all kinds of infrastructure projects.The selection of the successful bidder of PPP project plays a key role in the success or failure of PPP project.However,the research on bid evaluation of PPP projects is still lagging behind and needs to be improved.In view of this,starting from the research trend and practical problems,this paper studies the key issues in the process of PPP project bid evaluation,aiming to build a suitable evaluation index system and evaluation model for PPP projects,and optimize the existing evaluation methods for PPP projects.The main research work is as follows(1)Analysis of PPP project evaluation process problems.Based on the systematic description of the basic bid evaluation process of PPP project and the comparative analysis of typical bid evaluation methods,this paper summarizes the shortcomings of the bid evaluation process and methods in the process of PPP project bid evaluation: ignoring the needs of the bid inviting party;disjointed between prequalification and bid evaluation stage;strong subjectivity in the bid evaluation process;the bid evaluation index system needs to be improved;the weight of evaluation index is not reasonable.Combined with the shortcomings,this paper puts forward the possible optimization path of PPP bid evaluation,and points out the direction for the optimization of PPP bid evaluation method.(2)To build the evaluation index system of PPP project,we should try to solve the problems of incomplete index setting,lack of attention to the core elements of PPP project,and lack of flexibility in the index system.This paper summarizes and puts forward four criteria for the construction of PPP project index system,puts forward a phased index system design idea for the needs of the bid,and puts forward DPC kmeans clustering algorithm to realize the automatic discretization of qualitative index data.(3)Build and apply the PPP project evaluation model based on rs-topsis.This paper summarizes the objectivity,applicability and compatibility advantages of rough set theory,and fully explains the evaluation value of rough set theory.Under the guidance of the idea that the bid evaluation should focus on the bid inviting party rather than the bidder,based on the objective results of prequalification and the attribute information of the bidder,combined with the definition of attribute importance algebra and information view of rough set,the combination weight is determined,and the optimal combination coefficient is obtained by using the objective function,and the preference distance based on the idea of approximate ideal point and rough set is proposed The fuzzy condition attributes,the value of condition attributes and the preference differences of different bidders are transformed into intuitive and clear values.The MATLAB r2014 b software is used to calculate the example and analyze the results to verify the effectiveness of the model.
