In order to speed up the construction of the long-distance pipeline network of refined oil products,enterprises are facing the situation of constructing multiple longdistance pipeline construction projects at the same time,and single project management cannot adapt to the multi-project construction model.Multi-project decision-making,as the front-end task of project construction,can achieve the purpose of the company's limited resource allocation among various projects,maximize the benefits of the company,and improve the competitiveness of the company.However,there are currently few studies on multi-project decision-making for long-distance oil pipeline construction projects.Multi-project decision-making is relatively immature,imperfect,and unscientific.Therefore,it is necessary to conduct multi-project decision-making research.Based on the literature review,this thesis analyzes the selected topics and determines the core task of multi-project decision-making research: the establishment of decision-making evaluation index system and comprehensive evaluation model.This thesis is based on the balanced scorecard theory,based on previous studies,from the four aspects of finance,customers,internal processes,learning and growth,by consulting a large number of documents and combining the characteristics of the longdistance pipeline construction project 11 evaluation indicators,build a multi-project decision-making evaluation index system suitable for long-distance oil pipeline construction projects,collect empirical data on long-distance oil pipeline construction projects through questionnaire surveys in the enterprise and related companies,and use the analytic hierarchy process Analyze and calculate the collected data to obtain the weight of each evaluation index in the evaluation index system.By studying the quantitative methods of each indicator,designing the scoring rules of each indicator,combining the advantages of subjective weighting method and objective weighting method,using multiplicative synthesis method to obtain the combined weight of decision-making evaluation indicators,and constructing a comprehensive by using the combined weight-TOPSIS method The evaluation model calculates the distance between multiple items and the positive and negative ideal solution,sorts each item,and obtains the multi-item decision result.Finally,the effectiveness of the model is verified by using an example of enterprise multi-project construction.This thesis applies the relevant theories and methods of management and economics to the multi-project decision-making of the long-distance oil pipeline construction project to provide a relatively scientific,complete and reasonable basis for project decision-making.Research on the multi-project decision-making of the longdistance oil pipeline construction project As well as improving the level of project management and enterprise modernization management,it has certain reference significance.
