At present and even after a long period of time, strategic ideology of China's social and economic development regards the scientific outlook on development concept, which focuses on a coordinated, comprehensive and sustainable development, as the guiding ideology of economic development. In this premise, the development mode of circular Economy is particularly important as a concrete realization of this development concept. With the essential features of high efficiency, low energy consumption, and low emission, circular economy is one of the fundamentally changes for traditional development mode.Resources-intensive Central goverment govern enterprise dominate in the national economy and occupy special positions. They also shoulder heavy historical burdens and represent as the strategic and fundamental industries of a country. With the rapid development of national economy, Resources-intensive Central goverment govern enterprise has made great progress in the technology and core competitiveness, however, there are still many problems such as low resource utilization, heavy pollution to the eco-environment, few technical innovation in the process production. Extensive pattern of economic growth remains to be changed. Huge input, High consumption, Mass emission and Heavy pollution are still prominent in the production process. Therefore, it's necessary to introduce the concept of circular economy and realize ecologicalized transformation of resource-intensive enterprise with no time to delay.In order to develop circular economy and provide the basis for effective strategy selecting and effects evaluating,scientific evaluation method is a must. This Dissertation focuses on promotion eco-efficiency of Resources-intensive Central goverment govern Enterprise. In this Dissertation, the connotation of ecological efficiency has been discussed; the game model between enterprise and their stakeholders has been established and researched; strategy space and effective payment function of game participants has been analyzed; and thus provide a strong theoretical guidance for promoting the resources-intensive industry and improving resources development regional eco-efficiency by designing a scientific and rational long-term enterprise development mechanism. Also in this Dissertation, the relationships among the eco-efficiency of Resources-intensive Central goverment govern Enterprise,the whole industry and regional eco-efficiency have been discussed and a eco-efficiency enhancing mechanism has been put forward and thus get a integration of eco-efficiency model aiming at maximizing the interests of those three. In addition, a thorough research about business eco-efficiency index construction method and eco-efficiency evaluation model selection has been made in this Dissertation. And also, the resource-intensive model of the Resources-intensive Central goverment govern enterprise and the specific eco-efficiency upgrade path have been proposed along with an empirical study select the coal industry as the representatives as Resources-intensive Central goverment govern enterprise.The main research contents and contributions can be summarized as follows:(1) Defined the stakeholders of resources-intensive enterprise, analysized their interest orientation.Analysied of resource-intensive industries and resource development within the regional eco-efficiency of competition and mutual influence by game tools. In the game analysis, Resources industry ecological efficiency resource-intensive enterprises and government (mineral rights for first market) belongs to first-price sealed auction game, and resource-intensive enterprises and resource-intensive enterprises (mineral rights for the secondary market) belongs to market entry/obstruct game. Put forward corresponding policy recommendations on game analysis between eco-efficiency of resource-intensive industries and resources to the development of regional eco-efficiency. Then puts forward relevant policy Suggestions.(2) The Dissertation detailed analyzed the basic connotation of enterprise, industry and regional ecological efficiency and hierarchical relationship among them. Then analyzed the promotion mechanism from the internal and external of the Resources-intensive Central goverment govern enterprise and the relationship among different enterprises. And then proposed an integration model for the achievement of maximuming the enterprise's profit that take enterprise, industry and regional ecological efficiency into consideration.(3) This Dissertation basing on carding ecological efficiency index, central to the coal industry enterprises as a representative of Central goverment govern enterprise, constructed hierarchical structure of evaluation index system in coal industry including state index layer and variable index layer. Besides, the index of state layer regards the research achievements of authority professional research organization such as the WBCSD as as the main method. And the index selection of variable layer is on the basis of technical and economic characteristics of the coal industry. In addition, it constructed comprehensive evaluation of eco-efficiency business model based on data envelopment analysis (DEA), which revealed difference between management efficiency and ecological efficiency of enterprise.(4) The Dissertation analyzed the Central goverment govern Enterprise eco-efficiency improvement targets, raised the basic requirements to maximize the eco-efficiency, then discussed three alternative paths for the promotion of eco-efficiency, using the AHP to analysize the selecting among three paths when raising eco-efficiency in the stages of growth, development, and maturity.
