The cooperative development of new products based on knowledge among enterprises has increasingly become the main form of cooperation between organizations, and the influence of enterprise knowledge level on development activities is more and more obvious. In the era of knowledge economy, the research on knowledge input mechanism of cooperative research and development is increasingly active. But the existing cooperation with the new product development resources into decision-making research often ignore the particularity and importance of knowledge resources and previous experience in research and development cooperation with the new product development process, and most of previous research on cooperation to make processing of homogeneity, has not realized in ecological system of innovation, the status of the vendors is not symmetrical,The asymmetry of market position will lead to the difference of decision-making mechanism.By integrating the knowledge base view, organizational learning theory, transaction cost theory and optimal control theory, this paper emphasizes the decisive role of enterprise knowledge input decision on the cooperative development of new products. At the same time, from the perspective of dynamic game, build new product cooperative development of Stackelberg game model of master-slave,differentiate partners as the leader and followers, respectively discuss the enterprise new product development work cooperation and for the first time the two sides of enterprise research and development of previous experience in both cases, the knowledge of the leader and follower investment; The similarities and differences of knowledge input decision of both parties in the two cases are compared, and the conclusion is verified by numerical simulation and analysis.Through the study, the following conclusions are obtained :(1)regardless of whether the leading firm and the follower firm have previous R&D experience in the cooperative development of new products, the optimal participation rate of the leader is fixed and positively correlated with the marginal revenue of the follower, while negatively correlated with the marginal revenue of the leader;(2)When the partners have no previous R&D experience, the knowledge input of followers is negatively correlated with the marginal revenue of followers, and positively correlated with the degree of knowledge spillover of followers and the leader participation rate; The knowledge input of the leader is positively correlated with the marginal revenue of the leader and the knowledge spillover degree of the follower, but negatively correlated with the marginal revenue of the follower and the knowledge spillover degree of the leader.(3)When both partners have previous R&D experience, the impact of marginal revenue, knowledge spillover degree and participation rate on the knowledge input of followers and leaders is the same as that without previous R&D experience. After the introduction of R&D experience, the knowledge input of leaders and followers is negatively correlated with the previous R&D experience of both partners. And for the total revenue of the system, previous research and development experience will bring greater benefits to the whole in the cooperation.Through the in-depth analysis of the input decisions of both parties in the collaborative development of new products based on knowledge resources, this paper deepens the cognition of the uniqueness and particularity of knowledge resources, and recognizes the important influence of the bidirectional and dynamic nature of knowledge spillover activities, the participation rate of leaders, and previous R&D experience on the process of knowledge input. To a certain extent, the practice phenomenon and research conclusion proposed in this study can provide guidance for resource investment decision makers involved in the cooperative development of new products. At the same time, decision makers can select the most appropriate partner according to the decision model based on their own situation.
