| Non-car operating carriers companies have certain advantages in integrating market resources and improving the level of logistics informatization.However,there are disadvantages such as uneven logistics service levels and unsound regulatory standards.Non-car operating carriers platforms in the early stages of development are too simplistic in terms of credit evaluation,lacking uniform industry access standards,and information such as truck drivers’ operating qualifications and vehicle inspection reports cannot be updated in a timely manner.Just as a data production center,it has not played a greater role in improving data from all parties and achieving efficient processing and application.Therefore,based on the operating characteristics of non-car operating carriers platforms,describing the logistics service quality supervision and operation framework of non-car operating carriers platforms with multi-subject participation,and exploring effective market supervision has become the research focus of this article.This article is based on the concept of social co-governance,breaking the single supervision mode of non-car operating carriers platforms,clarify the characteristics and functions of each participant in the social co-governance supervision model of non-car operating carriers platforms,give full play to the important role of truck drivers,consumers,industry associations and media in the process of social governance and supervision of non-car operating carriers platforms.It provides a certain practical and theoretical basis for reducing the logistics service quality problems of the non-car operating carriers platform and realizing the integration of supervision resources and the optimization of supervision effects.This article mainly draws the following three conclusions:(1)The non-car operating carriers platforms social co-governance bodies include the government,non-car operating carriers platforms,truck drivers,consumers,logistics industry associations and the media.The local government is an important executive body of responsibility in the social governance system.Non-car operating carriers platforms are the main body of supervision implementation,and the two connect the collaborative interaction between all social forces.The operating mechanisms of social co-governance of each subject are related to each other,and the operating mechanism will have an impact on the behavior of each subject’s strategic choice.(2)The government and non-car operating carriers platforms are the two core subjects of the social co-governance system,and their behavioral evolution processes are interrelated.Increased incentives by higher-level departments will help guide local governments to earnestly perform their regulatory responsibilities and increase the incentives and punishments for non-car operating carriers platforms;on the other hand,the greater the incentives of the local government,the more active the non-car operating carriers platforms will be.The higher the enthusiasm of non-car operating carriers platforms for active supervision,the more effective the supervision of the non-car operating carriers market can be achieved.(3)All forces in the car-free carrier market play an indispensable role in the social governance system.The positive publicity of industry associations and consumer evaluation can increase the probability of active supervision of the platform.At the same time,truck drivers and consumers’ participation has a greater impact on the platform’s rewards and punishments. |
