Research On Ecological Compensation System Of Karst Landscape Resources In Guilin

Since the 21 st century,the economy has developed rapidly.People pay more and more attention to ecological environment protection,and the laws and regulations on environmental protection are more and more perfect.More and more attention has been paid to karst landscape resources.Shilin karst,Jinfoshan karst,Wulong karst,Shibing karst,Libo karst,Huanjiang karst and Guilin Karst are listed as world natural heritage sites,and various regions have legislated to protect them.Guilin Karst landscape resources are of great significance to Guilin city and even to China.Tourism and derivative industries based on the landscape resources have led to a large number of employment.Therefore,the protection and sustainable utilization of karst landscape resources has become a key issue in Guilin.Ecological compensation system is conducive to balance the contradiction between landscape resources protection and economic development,and promote the protection and sustainable utilization of landscape resources.Therefore,it is of great significance to refine the ecological compensation system for the protection and sustainable utilization of karst landscape resources in Guilin.At present,China's existing ecological compensation system is mainly for farmland,woodland,mining area vegetation restoration and other aspects.There are few regulations on ecological compensation of karst landscape resources.Local laws and regulations only include some parts of karst landscape resources into the scope of ecological compensation.There is no detailed ecological compensation system for karst landscape resources.At the same time,China's existing ecological compensation system is too general,not clear and specific.For example,"the fourteenth five year plan for national economic and social development and the outline of long-term goals for 2035" only points out the development direction of ecological compensation,which is difficult to protect the karst landscape resources in Guilin.Guilin Karst landscape resources have its particularity,which is mainly reflected in the wide range,large population,complex situation and comprehensive ecological compensation of Guilin Karst landscape resources.The existing ecological compensation system can not protect the karst landscape resources comprehensively and pertinently.There are several reasons as follows: firstly,the situation of karst landscape resources in Guilin is relatively special,involving a variety of elements,which is complex and comprehensive,different from the existing ecological compensation system in China,which mainly aims at cultivated land and forest land.Therefore,it is necessary to establish clear and appropriate principles for karst landscape resources.At the same time,Guilin Karst landscape resources involve a wide range,involving a large population,the demand for funds is high,and the local economic level needs to be developed.Therefore,we need to use a variety of ecological compensation methods,more emphasis on policy,intelligence and other non financial ecological compensation methods.In addition,karst landscape resources involve peak forest,peak cluster and other land types,as well as vegetation,rivers and other factors,so it is necessary to improve the ecological compensation standard to ensure the accuracy,dynamic and differentiation of ecological compensation standard.Therefore,it is necessary to refine the existing ecological compensation system.The first part of this paper discusses the related concepts and legislative purposes of Guilin Karst landscape resources ecological compensation system.In this part,firstly,the definition of ecological compensation in authoritative policy documents is briefly described,the concept of Guilin Karst landscape resources is briefly introduced,and the particularity of Guilin Karst landscape resources is analyzed.Secondly,according to the basic situation of ecological compensation of karst landscape resources,this paper analyzes its object,subject,power,obligation and content,as well as the corresponding legal means.Finally,the purpose of ecological compensation system of karst landscape resources is summarized.The second part discusses the current situation of ecological compensation system and the deficiency of ecological compensation for Guilin Karst landscape resources.Firstly,the existing ecological compensation system and its shortcomings in China are introduced,and it is proposed that the ecological compensation system should be refined to promote the ecological compensation of karst landscape resources in Guilin.This paper introduces the current ecological compensation system that can be applied to Guilin Karst Landscape Resources in China,mainly including the Convention on Karst World Natural Heritage,the national ecological compensation system,and the relevant regulations of Guangxi Zhuang Autonomous Region on ecological compensation.According to the ecological characteristics of karst landscape resources in Guilin City,the deficiencies of existing ecological compensation system for karst landscape resources in Guilin city are pointed out.The third part analyzes the relevant laws and regulations in other regions of China as a reference.At present,there is no special ecological compensation system for karst landscape resources in China,but there are ecological compensation systems for karst natural heritage in Shibing,Wulong and Jinfoshan.In view of the fact that karst natural heritage is the core component of karst landscape resources,this paper makes some reference to these three areas and points out the experience that can be used for reference.The fourth part,combined with the actual situation of Guilin Karst landscape resources,analyzes how to refine the ecological compensation system to make it more suitable for Guilin Karst landscape resources ecological compensation.Specifically discussed the following aspects:first,the ecological compensation system should follow the principles,according to the vulnerability of Guilin Karst landscape resources,the importance of Guilin,involving a relatively wide range of administrative areas,put forward the principle of cautious prevention,diversification,and government led,market driven,social participation principle;Second,the goal should be achieved.According to the dependence of karst landscape resources and Guilin economy and society,the ecological compensation system of karst landscape resources should pursue the sustainable increase of social benefits,and promote the coordinated development of Guilin Karst landscape resources protection and local economy;Third,the ecological compensation methods should be used.Considering the local economic conditions and karst landscape resources in Guilin,the ecological compensation scope is relatively wide,and the diversified ecological compensation methods are proposed to make up for the lack of funds;Fourth,establish accurate,dynamic and differentiated ecological compensation standards.According to the complexity and diversity of karst landscape resources in Guilin,it is proposed that the formulation of ecological compensation standards should be optimized to ensure the accuracy,dynamic and differentiation of ecological compensation standards.
